ISSUE STATEMENT
This is an action item to make an interim appointment to the Human Rights Commission.
BACKGROUND
When needed, interim appointments to boards, committees and commissions are made outside of the
regular annual recruitment process. In March 2007, one member of the Human Rights Commission
resigned from the commission.
Interim appointments for vacancies on the Human Rights Commission, unlike other advisory bodies, are
outlined in the Eugene City Code. Section 2.270 states “the council shall appoint, within 90 days of the
position becoming vacant, a person to complete the member's unexpired term from the non-commission
members of the commission's standing committees.”
Notice of the vacancy on the Human Rights Commission was provided to members of standing
committees of the commission who were eligible to serve on the commission. Two current members of
the commission subcommittees indicated a desire to be considered for the vacancy.
RELATED CITY POLICIES
No policy issues are related directly to this appointment.
COUNCIL OPTIONS
The City Council can appoint an interim appointment from the list of persons or can continue the
recruitment for the vacancy.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends making the selection for the vacancy from the pool of two applicants; no
recommendation is offered on the specific candidates.

Move to appoint _____________________ to Position 3 on the Human Rights Commission for an
interim appointment to serve the unexpired term of Rebecca Flynn for term beginning on May 30, 2007,

HUMAN RIGHTS COMMISSION CURRENT MEMBERSHIP
DESCRIPTIONThe Human Rights Commission advises the City Council on issues relating to the equality of opportunity to
Eugene residents. The Commission works with the State Bureau of Labor and other governmental agencies to
receive, refer, and investigate specific acts of discrimination in the community. It makes recommendations to
the City Council to affirm, encourage, and initiate programs and services designed to effectuate the spirit and
intent of federal, state, and municipal legislation prohibiting discrimination and to improve human relations
within the city.
MEMBERSHIPThere are 14 citizens and one elected official on the Human Rights Commission.
TERMTerms are for three years; the mayor may appoint the elected official on an annual basis.
APPOINTMENTThe City Council appoints the citizen members; the mayor appoints the elected official.

1. What experience, training, andlorqualifications do you have for this particular board or commission?
As a person 'who has lived with a disability since birth. I know from .personal experience what it is like to deal with
discrimination and stereotyping. Befor.ecoming to Eugene, I was an active member of my state's chapter of the
american council of the Blind, an advocacy organization which works to. promote equal rights for the blind and is
also active in the cross-disability rights movement. I was a member of the MTA Citizens council for Accessible
Transportation in baltimore, and I was also quite active at my place of employment on issues relating to
accessibility and job discrimination. Since coming to Eugene. I have participated as a community member on the
L TO accessible transportation committee and have been, for the past 2 years~ a member of the Human rights
'; Commission's accessibility committee, where I was very involved with the successful effort to obtain community
block grantand city.funding for accessible pedestrian signals. I have also been a part of the human rights support
system of the HRC. While my life circumstances have shaped my pri~ary human rights focus on disability
access; I am. aware, through observation and knowledge of friends' experiences, of the many other groups who
are facing their own struggles for recognition and equality in society. I believe the Commission could benefit from
my knowledge and experience as a disabl~dperson and advocate,and.1 am confident that participation in the
Commission's work would also.be a learning and growth experience' for rne.
2. What specific contribution do you hope to make to the board or commission? Why do you wantto become a member?
As noted in my answer to.questio~ 1,a .major focus for me has been on the rights of t~e disabled. I would . hope, in
the context of the manyissl.ies the Commission deals with, to ri1a~e ac~essibility concerns a' part of those issues,
because disability does not distinguish among 'gender, class, sexual orientation or racial/ethnic grou~s. I am also
interested hi gah,ing' a deeper.understci'ndirig :of the issues others'live with, arid I wduldUke to help where I can. I
want to both 'educate and learn from. others. And I .Iook forward to collaborating with others to raise awareness
thafhuman rights are. not a O~sum game.
NOTE: To . allow .a large number of citizens to serve on boards and commissions, the City Council policy allows individuals to serve
on only one standing board or commission at a time. A current member' of a board/commission who is a successful.applicant for
another board/commission ~ill be required to choose between the two appointments. This policy does not apply to ad hoc committees
or departmental committees orpositions .that are designatedf~r members of specific advisory group (e.g. the Human Rights
Commission member assigned to the Police Commission).

I.. What experience, training, and/or qualifications do you have for this particular board or commission?
I served on the Human Rights Commission from 2000-2004, when I moved to Queens, NY for one year. I am a grassroots
~rganizer with experience. working in collaboration with many. different types of groups. .1. work at Community Alliance of
Lane County (CALC) as a program Co-Coordinator and have been employed there for more than one year. The're are a
number of projects that I, as a staff person at CALC, work on in collaboration with the Human Rights Commission. These
include Study' Circles and Responding to Hate Activity in Lane County. In addition to these projects, 1 am a member of the
City Council's Committee on Race and also the Mayor's Blue Ribbon Task Force on Homelessness. .1 also sit on the
Education and Outreach subcommittee. .
2. What specific contribution do you hope to make to the board or commission? Why do you want to become a member?
It is my hope that as a human rights commissioner I can help to further the momentum that Study Circles has created in our
community. I am working on a project to get Study Circleson Race and Racism into local. high schools, I also. hope to be
able to work on creating a protocol around the city's' response to hate activity. I would bring to the comlnission an extensive
network of allies that reaches 'into many different areas of the community.
I enjoyed the time that I spent on the commission in the past and nope that I will get the chance to work with all of the
wonderful people on the current commission.

Interim Human Rights Commission Appointment
The Human Rights Commission is seeking to appoint an individual to fill the unexpired term of
Rebecca Flynn whose term expires on October 31, 2008.
When vacancies on the commission occur, the Eugene Code requires the City Council to
“…appoint within 90 days of the position becoming vacant a person to complete the unexpired
term from the membership of the commission’s standing committees.” In order to expedite the
appointment process, the council’s past practice has been to solicit recommendations for interim
appointments from the commission members.
As you are aware, the HRC is charged with representing the needs and concerns of all people in
Eugene, especially those who are made vulnerable because of race, ethnicity, gender, religion,
disability, age, sexual orientation, gender identity, domestic partner status, national origin, source
of income, and marital and familial status. Representation from various vulnerable communities
on the commission helps ensure that many voices and issues are heard. The commission values
individuals who bring their issues to the table and at the same time exhibit a willingness to work
on a broad range of topics.
The Commission received two applications for the opening. We are pleased with the skills and
passion of both individuals and we consider ourselves fortunate to have their applications. Our
only regret is that only one of the two can be appointed. The two applicants are:

Mo Young, Education and Outreach Committee
Both candidates have been actively involved in a variety of committee and commission efforts.
Mary Otten has been a dedicated member of the Accessibility Committee since 2005. Mary,
who has a visual disability, has taken the lead on a number of committee projects. Mary was the
driving force behind the successful effort to secure funding for and prioritize the installation of
accessible pedestrian signals at signalized crosswalk intersections. She has also taken the lead
on projects dealing with accessibility to public information and accessible library services.
Mary’s past professional experience as a public employee and her connections with people with

disabilities would provide an important link between the commission and vulnerable
communities.
Mo Young was a Human Rights Commissioner from 2000 to 2004 until she left to pursue a
career opportunity in New York City. She recently returned to Eugene and currently serves on
the Education and Outreach Committee and focuses on Youth Study Circles – a dialogue on race
– within the Eugene, Bethel and Springfield middle and high schools. As a staff member for
Community Alliance of Lane County’s Back2Back program, she has been instrumental in
helping the community respond to hate crimes and bias activity. She served as a member of the
City Council Committee on Race and was recently appointed to the Mayor’s Blue Ribbon
Committee on Homelessness. As a young woman of color with deep ties in the African-
American community, she has been very effective in working with institutions that address the
needs of young people.
