ISSUE STATEMENT
This is an action item to make and interim appointment to the Citizen Planning Committee for the
Whilamut Natural Area of Alton Baker Park.
BACKGROUND
When needed, interim appointments are made to various boards, committees, and commissions outside
of the regular annual recruitment process. Originally called the East Alton Baker Park Planning
Committee, and now renamed the Citizen Planning Committee for the Whilamut Natural Area of Alton
Baker Park, the committee was created to prepare a plan to determine the appropriate mix of passive
recreational uses for the park. The committee is now charged with implementing that adopted plan.
There are 15 at-large members, 10 from Eugene, and five from Springfield. The Mayor nominates
candidates; the City Council appoints from the Mayor's list. This is an interim appointment to fill the
term of a member who resigned from the committee prior to the end of his term.
As per the normal procedures for boards and commissions interim appointments, applicants who were
not appointed in the annual recruitment process in the fall are provided an opportunity to be appointed
when a vacancy such as this occurs. In this instance the applicant who was not appointed last fall has
indicated a desire to be appointed to complete the unexpired term. Mayor Piercy wishes to nominate
this person to fill that vacancy.

There is no policy issue related to these appointments.
COUNCIL OPTIONS
The City Council can vote to approve the nominee; it can also request additional information or
background on the applicant and delay the vote, or reject the nominee entirely.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends approval of the proposed nomination.

SUGGESTED MOTION
Move to appoint Vicky Mello to Position 13, a Eugene representative, on the Citizen Planning
Committee for the Whilamut Natural Area of Alton Baker Park to complete the unexpired term of
Matthew Svoboda for a term beginning on May 30, 2007, and ending on October 31, 2008.

1. What experience, training, and/or qualifications do you have for this particular board or commission?
I live by Alton Baker Park and frequently visit the park to enjoy the surroundings. I have been a member of
Nearby Nature for 10 years. As a member I take an active role in keeping the park clean of litter and have helped with
various projects to remove invasive plants and plant nature plants in their place. As a volunteer with Nearby Nature, I
take grade school children through the park to explain the natural cycles in the park during the spring and fall school
year. I received very comprehensive training in most natural processes that occur in the park.
My educational experience includes both a Bachelor's and Master's degree in Wildlife Science. I stay current by
participating in many volunteer opportunities in the Park.
I have worked with members of the CPC to learn the planning and concerns related to the park.
2. What specific contribution do you hope to make to the board or commission? Why do you want to become a member?
I am very familiar with the Whilamut Natural Area and want to ensure it be preserved in a natural state for the
community to enjoy and learn about nature. There are many unique areas in the park, like the canoe.canal paths, maple
woods that are home to many birds and insects, and the small temporary frog ponds vital to many aquatic animals. As a
member of the committee I would work to maintain and improve the park to a more natural setting. The Park is a treasure to
our city and can be enjoyed by many people because it is accessible to everyone in the city. It is a great place for people to
learn about nature, enjoy the solitude, to see how plants and animals change with the seasons and to get away from seeing
noisy traffic. I would like to be apart of keeping the park a natural, native plant place.
NOTE: To allow a large number of citizens to serve on boards and commissions, the City Council policy allows individuals to serve
on only one standing board or commission at a time. A current member of a board/commission who is a successful applicant for
another board/commission will be required to choose between the two appointments. This policy does not apply to ad hoc committees
or departmental committees or positions that are designated for members of specific advisory group ( e.g. the Human Rights
Commission member assigned to the Police Commission).

I. Members of city advisory groups may serve a maximum of two consecutive terms when the length of the term is three years or more.
Individuals serving terms. less than three years will be limited to a total of six consecutive years of service.

2. The Citizen Planni.ng Committee (CPC) meets as a full committee on a quarterly
basis and all members are expected to attend. Ther~ are additional opportunities for
involvement which include sub-committees which focus on specific park issues and
