HomeMy WebLinkAboutAdmin Order 58-20-06ADMINISTRATIVE ORDER NO. 58-20-06 of the Traffic Engineer of the City of Eugene CLOSURE OF JEFFERSON ALLEY BETWEEN WEST 15TH AVENUE AND ITS TERMINOUS AT AMAZON CREEK. The Traffic Engineer of the City of Eugene finds that: A. EC 5.040 authorizes the City Manager or the Manager's designee to take administrative action to close or open any street to vehicular or pedestrian traffic. EC 5.055 sets forth the criteria the City Manager or the City Manager's designee should consider when taking administrative action authorized by EC 5.040. B. On September 24, 2009, the City Manager issued Administrative Order No. 58-09-14 granting the Traffic Engineer of the Public Works Department the authority to exercise all of the duties and responsibilities specifically defined as those of the City Manager in Section 5.040 and 5.050 of the Eugene Code, 1971. C. By Administrative Order No. 58-17-08, the City Manager appointed me as the City's Traffic Engineer. D. Pursuant to the above -authority, I intend to close Jefferson Alley to all traffic (vehicular and pedestrian) between West 15th Avenue and the Alley's terminus at its intersection with Amazon Creek. In making the decision to close this segment of Jefferson Alley, I considered all of the applicable criteria set forth in EC 5.055, including the consideration of traffic engineering principles and traffic investigations. Based on consideration of the applicable criteria set forth in EC 5.055, the following findings support my decision to close this segment of Jefferson Alley to all traffic: 1. Recurring illegal activities in this segment of Jefferson Alley have created safety issues for residents and Eugene Water and Electric Board and City staff. This segment of Jefferson Alley provides a relatively concealed location for illegal activities, as well as a convenient route (Amazon Creek) to leave the site quickly when attempting to elude police. 2. For the reasons stated above, it is in the best interest of the public's safety to close this segment of Jefferson Alley to all traffic. 3. Closure of this segment of Jefferson Alley was requested by the City of Eugene Police Department, Eugene Water and Electric Board, and is supported by the Jefferson Westside Neighbors, and a majority of neighbors adjacent to the alley. This segment of Jefferson Alley is a 12-foot wide unimproved alley that can be accessed from the south via West 15th Avenue and that has a northern terminus at Amazon Creek. It is bordered on the east side by residential uses on Assessor's Map 17-03-31-31 Tax Lots 14600, 14700, 14800 and 15000. It is bordered on the west side by a utility facility on Assessor's Map 17-03-31-31 Tax Lot 17600. None of the tax lots on the east side take vehicular access from the Alley. As authorized personnel, Eugene Water and Electric Board employees may continue to use the alley for maintenance access to the utility facility on Tax Lot 17600 after the Alley's closure. 5. The closed segment of Jefferson Alley will remain accessible to emergency vehicles. 6. The City's adopted transportation -related plans and policies do not require that this segment of Jefferson Alley remain open to traffic. On the basis of these findings, I order that: The segment of Jefferson Alley between West 15th Avenue and its terminus at Amazon Creek, from the southwest corner of Assessor's Map 17-03-31-31 Tax Lot 15000 to the northwest corner of Assessor's Map 17-03-31-31 Tax Lot 14600, is hereby closed to all traffic (pedestrian and vehicular).
