ISSUE STATEMENT
This is an informational work session regarding the 3-Battalion concept. The 3-Battalion concept builds
upon the existing automatic aid relationship between Eugene Fire & Emergency Medical Services
(EMS) and Springfield Fire & Life Safety Departments, by expanding automatic aid throughout both
communities and increasing fire and emergency medical services response capacities of both
departments. Additionally, each jurisdiction has made its systems compatible with the other’s. The 3-
Battalion concept will allow Eugene and Springfield residents to receive the most rapid and efficient
emergency response possible, regardless of which jurisdiction they live in. No action is required of the
City Council at this work session.
BACKGROUND
The 3- Battalion concept is not a new program. It is a dramatic improvement of an existing, automatic
aid relationship between the Eugene Fire & EMS and Springfield Fire & Life Safety departments.
3-Battalion is an example of teamwork between government agencies that delivers better service to the
public. Using a partnership between two battalions in Eugene and one battalion in Springfield, each
jurisdiction’s department will be able to temporarily support the other and provide superior coverage
depth without significantly disrupting service or subsidizing the other. Each battalion consists of a
supervisor and five or six fire and emergency medical services stations.
The two departments have made their relationship more responsive through streamlined
communications, greater coordination of existing systems and response protocols, and more familiarity
by agency personnel with each other as well as with infrastructure within the two communities.
Eugene and Springfield already support each other’s calls. Beginning July 2, 2007, under 3-Battalion,
they will respond to the same overall number of calls, but with systems, equipment, training and other
essential details that have been made virtually identical so they can respond seamlessly across
jurisdictional boundaries to ensure the closest and most appropriate resource is dispatched.
Details: 3-Battalion
Every intersection on a map in both communities has a response order based on proximity of station,

location and equipment type. The 3-Battalion system integrates all 16 Eugene and Springfield
stations so the closest and most appropriate resources are dispatched to all calls for service.
As resources are committed, response coverage is maintained in both communities using “automatic
?
move-up,” the moving of EMS and Fire companies to cover stations whose units have responded to

a call. This keeps resources strategically at stations throughout the area. It is a web of coverage
where resources are spun-out as needed to fill the holes created by call-outs.
Both will be using a common set of Standard Operating Procedures, Incident Command System

including standardized tactical work sheets and deployment protocols, system for tracking staff
working in hazardous environments, station and equipment numbering and terminology.
3-Battalion responders have been training together and conducting joint exercises to increase their

familiarity with each other and to enhance their ability to work together on-scene when needed.
There will also be greater familiarity with each battalion’s territory, buildings and infrastructure.
Results: 3-Battalion
Maximizes scarce fire, rescue and emergency medical resources with the only cost being the
?
renumbering of two stations in each jurisdiction and their respective equipment.
Increases the depth of resources for both communities, over and above what one community
?
operating alone would be capable of deploying for an immediate incident and for having on hand for
subsequent emergency calls.
Provides better coverage of calls throughout Eugene and Springfield.
?
Potentially saves lives; on-time deployment of the closest resources leads to more optimal outcomes
?
for residents’ health and property.
Helps meet needs presented by larger incidents in either community through gains in ‘surge’
?
capacity.
More emergency responders can be placed on the scene of high-life hazard and high-risk calls.

Promotes greater familiarity and improved working relationships between emergency responders.

3-Battalion is a balanced system, where resources are maintained within each community, yet
strategically structured, coordinated, and deployed to improve emergency outcomes for residents and
visitors to either city.

CITY MANAGER’S RECOMMENDATION
The City Manager’s recommendation is to allow the Eugene Fire & EMS department to work with
Springfield Fire & Life Safety to proceed with the implementation of the 3- Battalion concept, effective
July 2, 2007.

Seconds count during an emergency. Be it a fire, medical condition, rescue or catastrophic incident, the
best, most effective response makes a difference in real terms:.lives and property saved, medical conditions
stabilized and rescues performed successfully. Beginning July 2, 2007, when a Eugene or Springfield
resident calls for help, they will get the most rapid and efficient response possible, regardless of where they
live, with use of the 3-Battalion concept.

What's . different?
Currently both cities participate in a county-wide mutual aid agreement that provides limited resources, upon
request, from any fire department or district within Lane County based on incident-driven need.
Additionally, Eugene and Springfield share an automatic aid area along the 1-5 corridor that separates the
two communities. Under automatic aid, no request is made and the closest and most appropriate resource is
dispatched to calls. With 3-Battalion, automatic aid will expand throughout both communities and increase
the surge capacities of both. Each jurisdiction has made their systems compatible with the other's.
