ISSUE STATEMENT
The City Council is requested to approve the attached list of projects (Attachment A) for submittal of
applications for federal Surface Transportation Program-Urban (STP-U) funds for FY07-FY09 to be
programmed by the Metropolitan Policy Committee (MPC).
BACKGROUND
At the July 14, 2005, MPC meeting, Metropolitan Planning Organization (MPO) staff presented a
schedule (Attachment B) for the programming of FY07-09 STP-U funds and updating the FY05-07
Metropolitan Transportation Improvement Program (MTIP). It is conservatively estimated that there
will be $10.5 million in STP-U funds over the three-year period.
The schedule includes the solicitation of project applications from August 11 - August 22, 2005, and
action by the MPC on the programming of STP-U funds and updating the MTIP on November 10, 2005.
The schedule is being driven primarily by the need to update the MTIP by December 13, 2005, and to
evaluate the air quality impacts of modernization projects included in the updated MTIP.
At the July 14, 2005, MPC meeting, MPO staff suggested that only the FY07 modernization projects
needed to be programmed and the associated air quality impacted evaluated at this time in order to
update the MTIP from a FY05 - FY07 programming period to a FY06-FY09 programming period. The
federal government requires at least two years of project programming in the MITP. There was
consensus on the MPC that MPO staff be directed to program 20 percent for modernization projects of
the estimated $3.5 million in STP-U funds available in FY07. In addition, the MPC directed MPO staff
to develop new scoring criteria for preservation projects that would allow pavement preservation
projects that are a high priority for the City of Eugene to score more competitively in the evaluation
process.
At the August 2, 2005, meeting of the Transportation Planning Committee (TPC), the TPC developed
the following recommendations to be considered by the MPC at its August 11, 2005, meeting:
· Program 20 percent of the available STP-U funds for modernization projects for FY07 and
review the scoring criteria prior to programming FY08 and FY09 projects.
· Move project development to the modernization category from the planning and project
development category.

· Develop new scoring criteria for preservation projects in a timeframe that allows for the
programming and implementation of projects for FY07.
· Program 20 percent of the available STP-U funds for transportation planning for FY07, FY08
and FY09.
· Program 10 percent of the available STP-U funds for transportation demand management for
FY07, FY08 and FY09.
City staff developed a list of projects based on the assumption that MPC would approve the
recommendations of the TPC at the August 11, 2005, MPC meeting.
Modernization
One modernization project, Game Farm Road, is being recommended for STP-U funding. The project
has been previously funded through the adoption of the annual capital budget. The major funding
sources for the project include transportation system development charges (SDCs), assessments, and
"other." The "other" funding source assumed some contribution of funding from Lane County and
Springfield. The amount of STP-U funding to be requested would be 50 percent of the project budget.
The 50 percent local match would be comprised of assessments and transportation SDCs and would
achieve the maximum number of points allocated for matching funds. Overall, it is anticipated that the
Game Farm Road project would score highly under the scoring criteria.
The Courthouse Transportation Improvements project was not included in the list of projects because the
recent federal transportation bill included the final $1 million needed for the project to complete the $7.6
million funding package.
Preservation
The list of street preservation projects represent projects that are anticipated to be implemented over the
next three years as part of the City's pavement preservation program. The Transportation Utility Fund
would be used to provide a 50 percent match to the STP-U funds to achieve the maximum number of
points allocated for matching funds.
The list of off-street bike path preservation projects represents projects that continue the program to
replace deteriorated asphalt paths with concrete paths. The System Development Charge Fund
(transportation improvement fee component) would be used to provide the local match.
Planning
The City received $125,000 in STP-U funds for planning in each of three years beginning in FY04. The
funds were used to support the regional transportation planning activities outlined in the United Planning
Work Program (UPWP). For FY07 - FY09, the City would request annual funding of $235,000 to fully
fund the City's efforts in implementing the UPWP. The Road Fund operating budget would be used to
provide a 50 percent match to the STP-U funds to achieve the maximum number of points allocated for
matching funds.
RELATED CITY POLICIES
On June 9, 2004, the City Council passed a motion that all project lists or funding allocations for
projects within the city of Eugene or the Eugene urban growth boundary generated through the TPC for

the MPC/MPO approval shall first be reviewed and approved by the Eugene City Council before the
TPC recommendations are reviewed for approval by the MPC/MPO, including review of regional
projects in which the City is a stakeholder.
On April 11, 2005, the City Council passed a motion adopting the following Capital Improvement
Program policies:
· Funding sources that have been identified for a specific project and approved with adoption of the
Capital Improvement Program shall remain the funding source for that project unless a specific
exception is directed by the council.
· Flexible transportation funding available to the City from federal, state, county, and local sources,
that is eligible, will be used to fund operations, maintenance and preservation of existing capital
transportation infrastructure, unless a specific exception is directed by the council.
· New transportation capital projects, including transit projects that are located within the Eugene City
limits will be reviewed by the City Council before inclusion into any regional or multi-jurisdictional
project list or plan.
COUNCIL OPTIONS
The City Council may:
1. Approve the project list;
2. Not approve the project list; or
3. Remove specific projects and approve an amended project list.
CITY MANAGER'S RECOMMENDATION
The City Manager recommends that the City Council approve the project list. Once the list is approved,
staff will complete applications for each project and submit the applications to the MPO during the
August 11 to August 22, 2005, application period.
SUGGESTED MOTION
Move to approve the attached list of projects for submittal of applications for federal Surface
Transportation Program-Urban funds for FY07-FY09 to be programmed by the Metropolitan Policy
Committee.
