HomeMy WebLinkAbout06.08.2020 City Council Meeting MinutesMINUTES Eugene City Council Virtual Meeting Eugene, Oregon 97401 June 8, 2020 7:30 p.m. Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, Claire Syrett, Chris Pryor Mayor Vinis opened the June 8, 2020, meeting of the Eugene City Council in a virtual format. 1. PLEDGE OF ALLEGIANCE TO THE FLAG In honor of Flag Day on June 14, Mayor Vinis led the meeting participants in reciting the Pledge of Allegiance to the Flag. 2. COMMITTEE REPORTS AND ITEMS OF INTEREST Council Discussion • Councilor Semple - expressed concern about the closure of homeless camps and encouraged staff to be deliberate in identifying alternatives; noted the potential volatility of encounters between the homeless and overwrought police personnel; asked that police officers stop waking people up if they are simply sleeping. 3. CONSENT CALENDAR 1 A. Approval of City Council Minutes • May 13, 2020 Work Session • May 18, 2020 Public Hearing • May 26, 2020 Meeting B. Approval of City Council Tentative Agenda MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to approve the items on the Consent Calendar 1. PASSED 8:0. 4. PUBLIC FORUM 1. James Manning - said the police response to protests has been terrifying; supported body cams. 2. Thomas Hiura - supported more funding for CAHOOTS; condemned the police response to protests. 3. Clare Haley - shared a story to highlight the unjust treatment of African Americans by the police. 4. Henry Luvert - supported more investment in police training with a focus on communication. S. Tim Kovash - opposed the proposed ordinance to require licensing of short-term rentals. 6. Hallie Roberts - supported STAR Voting; supported reallocation of police budget. 7. Thiessen Freed - outlined list of demands for police reform and criticized the response to protests. 8. Megan Faulkner - shared personal experience with police tactics. 9. Holli Johannes - objected to characterization that Eugene already meets some of 8 Can't Wait criteria. 10. Kristina Lang - expressed concern that the STR ordinance requires licensing rather than registration. 11. Valerie Harris - noted that there is still no data to support contention that STRs are a problem. 12. Kathryn Dunn - supported use of existing long-term rental process for record -keeping. 13. Joshua Korn - spoke about the dangers of SG technology and illegal installation of equipment. 14. Reggie Haley - voiced frustration with handling of protests and eliminating homeless shelters. Brooklyn Wetzel - supported disbanding of police force, reconfiguration of public safety. 17. Nikolai Serban - supported reallocation of police funding to strengthen CAHOOTS and White Bird. 18. Chelsea Swift - shared examples of police brutality and injustice. 19. Cliff Gray - discussed the imminent increase in homeless numbers; opposed use of chemical agents. 20. Elijah Smith - supported defunding the police and reallocating money for other services. 21. Sara Wolk - supported STAR Voting, bold leadership and the ballot initiative process. 22. Lin Woodrich - said the neighborhood homeless shelters are effective; more support needed. 23. Shayla Duke - opposed the inclusion of a licensing requirement in proposed STR ordinance. 24. William Smith - opposed the proliferation of SG infrastructure, noting the lawsuit against telecoms. 25. Katie Clark- said the political process is becoming ineffective; supported demilitarization of police. 26. Matthew Yook- opposed the police response to protests; supported reallocation of money. 27. Mark Frohnmayer - supported STAR Voting, noting recent successful use of system. 28. Sarah Astra - spoke in support of STAR Voting, homeless shelters, and remedies to police brutality. S. ACTION: Appointments to Boards, Commissions, and Committees Budget Committee MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to reappoint Eliza Kashinsky to the Budget Committee for a three-year term beginning July 1, 2020 and ending on June 30, 2023. PASSED 7:1, Councilor Clark opposed. MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to reappoint Katharine Ryan to the Budget Committee for a three-year term beginning July 1, 2020 and ending on June 30, 2023. PASSED 8:0. MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to appoint Rayna Jackson to the Budget Committee for a three-year term beginning July 1, 2020 and ending on June 30, 2023. PASSED 8:0. Civilian Review Board MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to reappoint Carolyn Williams to the Civilian Review Board for a three-year term beginning July 1, 2020 and ending on June 30, 2023. PASSED 8:0. MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to appoint William Whalen to the Civilian Review Board for a three-year term beginning July 1, 2020 and ending on June 30, 2023. PASSED 8:0. MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to appoint Jose Cortez to the Civilian Review Board for a three-year term beginning July 1, 2020 and ending on June 30, 2023. PASSED 8:0. Human Rights Commission MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to reappoint Ibrahim Coulibaly to the Human Rights Commission for a three-year term beginning July 1, 2020 and ending on June 30, 2023. PASSED 8:0. MINUTES - Eugene City Council June 8, 2020 Page 2 Meeting MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to reappoint Ibrahim Hamide to the Human Rights Commission for a three-year term beginning July 1, 2020 and ending on June 30, 2023. PASSED 8:0. MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to appoint Heather Sielicki to the Human Rights Commission for a three-year term beginning July 1, 2020 and ending on June 30, 2023. PASSED 8:0. Planning Commission MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to appoint Daniel Isaacson to the Planning Commission for a four-year term beginning July 1, 2020 and ending on June 30, 2024. PASSED 8:0. Police Commission Mayor Vinis proposed that, in light of calls for racial justice and equity, the recruitment for new members of the Police Commission be re -opened with the goal of attracting a more diverse pool of applicants. MOTION AND VOTE: Councilor Syrett, seconded by Councilor Clark, move to proceed only with re -appointments to the Police Commission. PASSED 7:1, Councilor Taylor opposed. MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to reappoint Silverio Mogart to the Police Commission for a four-year term beginning July 1, 2020 and ending on June 30, 2024. PASSED 8:0. MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to reappoint William Davie to the Police Commission for a four-year term beginning July 1, 2020 and ending on June 30, 2024. PASSED 8:0. Historic Review Board MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to reappoint David Edrington to the Historic Review Board for a four-year term beginning July 1, 2020 and ending on June 30, 2024. PASSED 8:0. MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to appoint Tiffany VanderZanden to the Historic Review Board for a four-year term beginning July 1, 2020 and ending on June 30, 2024. PASSED 8:0. MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to appoint Lesley Yates -Pollard to the Historic Review Board for a one-year unexpired term beginning July 1, 2020 and ending on June 30, 2021. Lane Regional Air Protection Agency MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to reappoint Jeanine Parisi to the Lane Regional Air Protection Agency for a three-year term beginning July 1, 2020 and ending June 30, 2023. PASSED 8:0. Whilamut Citizen Planning Committee MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to reappoint Vicky Mello to the Whilamut Citizen Planning Committee for a three-year term beginning July 1, 2020 and ending on June 30, 2023. PASSED 8:0. MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to appoint Nicholas Gombart to the Whilamut Citizen Planning Committee for a three-year term beginning July 1, 2020 and ending on June 30, 2023. PASSED 8:0.
