ISSUE STATEMENT
This is an action item to appoint a Springfield representative to the Citizen Planning Committee for the
Whilamut Natural Area of Alton Baker Park.
BACKGROUND
When needed, interim appointments are made to various boards, committees, and commissions outside
of the regular annual recruitment process. Originally called the East Alton Baker Park Planning
Committee, and now renamed to Citizen Planning Committee for the Whilamut Natural Area of Alton
Baker Park, the committee was created to prepare a plan to determine the appropriate mix of passive
recreational uses for the park. The committee is now charged with implementing that adopted plan.
There are 15 at-large members, ten from Eugene, and five from Springfield. The Mayor nominates
candidates; the City Council appoints from the Mayor's list. Staff from both Willamalane and the City
of Eugene Parks and Open Space Division was involved in this nomination process used by the
Willamalane Board of Directors.
RELATED CITY POLICIES
There is no policy issue related to these appointments.
COUNCIL OPTIONS
The City Council can vote to approve the nominee; it can also request additional information or
background on the applicant and delay the vote, or reject the nominee entirely.
CITY MANAGER'S RECOMMENDATION
The City Manager recommends approval of the proposed nomination.
SUGGESTED MOTION
Move to appoint Jeff Ard to Position 12 on the Citizen Planning Committee for the Whilamut Natural
Area of Alton Baker Park for a three-year term beginning on June 8, 2005, and ending on October 31,
2006.

EAST ALTON BAKER PARK CITIZEN PLANNING COMMITTEE MEMBERS
DESCRIPTION The East Alton Baker Park Plansning Committee was created to prepare a plan to determine the appropriate mix of passive
recreational uses for the Park. The Committee is now implementing that adopted plan.
MEMBERSHIP The Committee is composed of 15 at-large citizen positions, ten from Eugene, five from Springfield.
Members serve three year terms.
APPOINTMENT The Mayor nominates candidates; the city council appoints from the mayor's list.

Subject: Citizen Planning Committee Appointments
Willamalane Park and Recreation District recommends the appointment of Jeff Ard to
fill a Springfield vacancy on the Citizen Planning Committee for the Whilamut Natural
Area of Alton Baker Park.
The process we have used in the past is that the Willamalane Board Chair reviews all
Springfield applications and makes a recommendation to the Willamalane Board of
Directors, who then approve the recommendation (or not). The Willamalane 'Board of
Directors forward their recommendation to the Eugene Mayor. The mayor then
.forwards that recommendation to the Eugene City Council, who make the formal
appointments.
The Willamalane Board of Directors recommended the appointment of Jeff Ard on June

ISSUE
There is a vacancy on the CPC. Chairman Hastings has recommended appointing one
Springfield applicant.
ACTION REQUESTED
Appoint Jeff Ard to the CPC.
BACKGROUND
There were two applicants for one CPC position: Jeff Ard and Charlotte Behm. Both
applicants are highly qualified. Mr. Ard has signific&nt experience in natural area
restoration. Ms. Behm has served on the CPC for six years, including as Chair. She 'was
term-limited off the Committee two years ago.
In the past (in most cases), the Willamalane Board Chair has made recommendations
regarding appointments to the CPC. The Chair's recommendations are adopted under
the Consent Calendar at a Willamalane Board Meeting. Staff then forwards the
appointments to the City of Eugene Mayor. CPC members serve three-year terms. The
next meeting is July 14.
There will be another opening on the CPC in the fall, and Ms. Behm will be encouraged
to reapply then.

ADJUSTMENTS TO THE AGENDA
Superintendent Keefer requested that agenda item 40.5 b. "Award contract for Park Services Center's
front entry" be pulled from the Consent Calendar as staff is not prepared to make a recommendation at
this time. The Board agreed.

UNFINISHED BUSINESS
Appoint Workers' Compensation Carrier for FY'06
Para Caples provided in~brmation on the bids received this year ~br Workers' Compensation insurance and
staff's recommendation that the District contract with SAIF Corporation tbr FY'06. Tammy Fitch of
Wilson-Heirgood Associates, the District's agent-of-record, addressed the Board, noting that Willamalane is
saving 20-30% because of its very Iow experience mod. She explained that the Special Districts
Association of Oregon is getting better at reviewing claims, evaluating return-to-work: programs and
hazardous working conditions, etc., but SAIF continues to give the District excellent service and employs a
local sta£f that is very familiar wffh Wil'lamalane's operations, which has resulted in very timely service.
She added that she concurs with staff's recommendation that SAIF be awm:ded the contract for FY'06 amd
commended staff for their safe practices and safety record.
Director James moved, Director Ross seconded, that the Board appoint SAIF Corporation as the District's
Workers' Comp. carrier for FY'06 and award the contract in the amount of $75,463. The motion passed
unanimously, with Directors Hastin~s~ James, Ross, and Wagner voting aye.
Dorris Ranch Tour and Open House Review
Greg Hyde reported that he enjoyed the Dorris Ranch tour, noting that approximately 20 members of the
public were in attendance at the related public input open house. The Board expressed their appreciation
of the tour and the Ranch itself, especially the efforts of staff to keep the history of the site alive, and
noted the importance of the master planning process for the facility. They also highly commended Scott
Dano for his wealth of knowledge about the history of the Ranch and suggested that staff videotape
Scott's perfbrn3ance for future reference. Director Wagner suggested that staff look into some type of
Dorris Ranch signagc at the intersection of South A and South Second Streets, to make the Ranch easier
to find. She also suggested that Scott could make presentations at the local service clubs as a way to get
the word out about the Ranch and all it has to offer. Director Ross added that a film of Scott's
presentation could be used when seeking grants. The Board also expressed their hope that the stream to
the old swimming pool can be restored, as well as the swimming pool and its amenities such as the water
gardens and terraces. Superintendent Keefer briefly outlined the process staff is undertaking for the
management planning process. He noted that an employee from the State Historic Preservation Office
was at thc open house and was very impressed with the facility and its programs, which may lead to some
preservation grants.
Award Contract for Memorial Building Boiler Replacement
In answer to Chain-nan 'Hastings' question, Jake Risley noted that the District received a grant of $50,000
to help fitnd the replacement of the boiler in the Memorial Building basement. He gave a brief history of
the bidding process for the project and presented a drawing of the boiler room plan. Director James noted
that the School District has worked with Lebanon Servco, Inc. in the past and has been very pleased with
their work.
