Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans,
Claire Syrett, Chris Pryor
Mayor Vinis opened the July 13, 2 02 0, meeting of the Eugene City C ouncil in a virtual format.
1. READING OF THE BILL OF RIGHTS AND PLEDGE OF ALLEGIANCE TO THE FLAG
In honor of Independence Day on July 4, Mayor Vinis and City Councilors read the U.S.
Constitution's Preamble and Bill and Bill of Rights and led the meeting participants in reciting the
Pledge of Allegiance to the Flag.
2. COMMITTEE REPORTS AND ITEMS OF INTEREST
Council Discussion
• Councilor Yeh - reported that 114 applications were submitted for the Police Commission
vacancies and shared the policies the group would be addressing, including public assembly
and demonstrations, civil disturbances, field force, pepper balls, handcuffing control holds and
impact weapons.
• Councilor Semple - reported on the Human Rights Commission listening session on Black Lives
Matter issues; encouraged the community to wear masks to protect themselves and others.
• Councilor Zelenka - said he felt Eugene, in general, was very good at complying with mask
guidelines.
• Councilor Syrett - noted that masks are a matter of good hygiene; thanked Mayor Vinis and City
Manager Medary for visiting her neighborhood to observe the impacts of illegal camping.
• Councilor Semple - shared some local signs using humor to encourage mask usage.
• Mayor Vinis - stated that there was good momentum building for many critical local issues.
3. CONSENT CALENDAR 1

MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to approve the
items on the Consent Calendar 1. PASSED 8:0.
4. PUBLIC FORUM
1. Gracie Schatz -asked for accountability for Eliborio Rodrigues' death; decried racism in Eugene.
2. Jim Neu -said the CAP2.0 is inadequate as written and doomed to fail; noted several missing actions.

3. Kathryn Dunn - thanked council for its reasonable direction on short-term rentals.
4. Richard Self - said the City is reverting to criminalizing homelessness despite the pandemic.
S. Ed McMahon - said the proposal to ban natural gas without a pubic process is bad governance.
6. Annie - said the Police Department is propping up a racist and unjust system.
7. Leah Carnine - supported reallocating funds away from EPD and towards other social services.
8. Linda Heyl - expressed dissatisfaction with the CAP2.0 input process, noting a gap in commitment.
9. Keith Wohlberg - asked the council to more to address homelessness issues.
10. Peter Johnson - asked for reallocation of funds to support homeless and social services.
11. Zondie Zinke - shared the local Black Lives Matter demands to defund the police.
12. Nina Oliveira - said the Renewable Natural Gas Coalition supports clean fuel and energy.
13. Jen Smith - presented a list of grievances against the police and asked to divert their funding.
14. Gayle Marano -Brown - supported registration -only requirement for STR owners.
15. Patricia Moore - thanked council for engaging and listening to concerns of STR owners.
16. Genevieve Schaack- requested changes to policing methods and reallocation of funds.
17. Kathryn Williams - spoke about Northwest Natural's commitment to carbon neutrality by 2050.
18. Douglas Bovee - voiced concern about police sweeps and constant relocation of homeless.
19. Deb McGee - performed a rap about the CAP2.0, noting its deficiencies.
20. Braden - spoke about revisionist history, propagating racism and injustice.
21. Marianne Senhouse - requested more training for EPD officers and independence of forensics.
22. Matthew Yook - spoke about police, climate recovery and subsidization of exclusionary industry.
23. Tyler Stewart - supported reconstruction of unjust systems and end to relocation of homeless.
24. Kristina Lang - appreciated the direction taken by council on STRs; supported registration.
25. William Smith - said there is no effective leadership on SG issue and environmental threats.
26. Anthony Smith Iovan - complimented the Movie in the Park event; supported enforcement downtown.
27. Sarah Astra - asked for consideration of the abolition movement; encouraged more community.
28. Sam Schall - asked for more funds for Cahoots; supported STAR Voting.
Council Discussion
Councilor Syrett - thanked Jessica Gebb for her work facilitating the meeting using the Zoom platform;
said council is deeply engaged in work to address homelessness, including identification of potential
microsites; announced upcoming meetings on the topic of housing and homeless services.
Councilor Yeh - asked about the status of sanitation stations and supported restoring these services.
Councilor Semple - expressed frustration about the Covid-19 environment and remote meeting format
which make meeting with and talking to people in person difficult; commented on the state's lack of a
sales tax with regard to the impacts of STR visitors; said the City's budget can be revised throughout
the year and funds can be moved to mental health and drug addiction services.
Mayor Vinis - announced that the City would be meeting with Lane County on July 28 to discuss
homeless services and investments.

A. Adoption of a Resolution Annexing Land to the City of Eugene (Assessor's Map 17-04-02-
44; Tax Lot 1300; Located at 290 Wilkes Drive) (City File: Roderick, David and April; A

MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to approve the
items on the Consent Calendar 1. PASSED 8:0.

6. ACTION: An Ordinance Concerning System Development Charge Methodology; Amending
Section 7.715 of the Eugene Code, 1971; and a Resolution Adopting the Parks and Recreation
SDC Project Plan; Repealing Resolution NO.4863; and Providing an Effective Date; and a
Resolution Adopting Amendments to the System Development Charge Methodologies
(General Methodology And Appendices A, E and F) Originally Adopted By Resolution No.
4900; Repealing Resolution No. 4929; Repealing Resolution No. 4977; Decreasing SDC
Administrative Fees; Providing a Phased SDC Increase; and Providing an Effective Date
Public Works Operations Manager Carolyn Burke and Consultant Deb Galardi gave a brief
presentation on the history and status of the proposed legislation.
Council Discussion
Councilor Clark- asked if projects would be endangered if the SDC proposal fails; said SDC
increases contribute to higher housing costs.
Councilor Zelenka - said failure to pass the proposed SDC ordinance will have a negative impact
on future projects; expressed appreciation for staffs efforts to minimize the fee and slow
implementation.
Councilor Pryor - agreed with Councilor Zelenka's remarks, noting the proposal is responsive to
council's input and direction.
Councilor Yeh - said the process was lengthy but will bring about positive changes; voiced
commitment to improve the overall system and address underserved areas and populations.
Councilor Clark- said Eugene can't afford to maintain the existing parks; voiced concern that
passage of the ordinance will push develop out to neighboring communities; said addressing
the housing crisis has always been a priority for council and increased SDCs will make the
problem worse.
Councilor Zelenka - said Eugene will continue to attract businesses and residents with its
abundance of parks.
Councilor Semple - agreed that parks are important, but housing should be a priority.
MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt the
proposed ordinance in Attachment A: An Ordinance Concerning System Development
Charge Methodology; Amending Section 7.715 of the Eugene Code, 1971. PASSED 6:2,
councilors Clark and Semple opposed.
MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt the
proposed resolution in Attachment B: A Resolution Adopting the Parks and Recreation SDC
Project Plan; Repealing Resolution NO.4863; and Providing an Effective Date. PASSED 6:2,
councilors Clark and Semple opposed.
Council Discussion
Councilor Clark- suggested that council look at the project list, discuss specifics and consider
the impacts on housing.
Councilor Semple - said that with the changing financial environment, council should take a
pause on adopting this legislation.
MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt
the proposed resolution in Attachment C: A Resolution Adopting Amendments to the
System Development Charge Methodologies (General Methodology and Appendices A, E
and F) Originally Adopted By Resolution NO.4900; Repealing Resolution No. 4929;
Repealing Resolution No. 4977; Decreasing SDC Administrative Fees; Providing a
Phased SDC Increase; and Providing an Effective Date. PASSED 6:2, councilors Clark and
Semple opposed.

7. ACTION: An Ordinance Concerning Shared Micromobility Devices, Amending Section 3.005
of the Eugene Code, 1971, Adding Sections 3.570, 3.572 and 3.574 to that Code; and
Authorizing a Pilot Program
MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt the
Ordinance Concerning Shared Micromobility Devices, Amending Section 3.005 of the
Eugene Code, 1971, Adding Sections 3.570, 3.572, and 3.574 to that Code; and
Authorizing a Pilot Program. PASSED 7:1, Councilor Taylor opposed.
8. ACTION: An Ordinance Concerning the Use of Micromobility Devices and Amending Sections
5.010 and 5.160 of the Eugene Code, 1971.
MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt the
Ordinance Concerning the Use of Micromobility Devices and Amending Sections 5.010
and 5.160 of the Eugene Code, 1971. PASSED 7:1, Councilor Taylor opposed.
9. ACTION: An Ordinance Reducing the Speed Limit to 20 Miles Per Hour on Local Streets in
Residential Areas
MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt the
Ordinance Reducing the Speed Limit to 20 Miles Per Hour on Local Streets in Residential
Areas. PASSED 7:1, Councilor Taylor opposed.
Council Discussion
• Councilor Clark - expressed appreciation that this initiative is coming to fruition.
• Councilor Zelenka - inquired about the process for identifying the streets that will be affected.
• Councilor Semple - said this is important legislation; asked about the cost for changing the
speed limit signs.
10. ACTION: An Ordinance Concerning State Traffic Laws; Amending Section 5.005 of the
Eugene Code, 1971; and Providing an Immediate Effective Date
MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt an
Ordinance Concerning State Traffic Laws; Amending Section 5.005 of the Eugene Code,
1971; and Providing an Immediate Effective Date. PASSED 8:0.
