Executive Director of the Public Works Department
DELEGATION TO THE CITY ENGINEER: DUTIES UNDER SECTION
5.040 THROUGH 5.055 OF THE EUGENE CODE, 1971, AND DUTIES OF
TRAFFIC ENGINEER.
A. Sections 5.040 through 5.055 of the Eugene Code, 1971, authorize the City
Manager to delegate the administrative duties defined in those sections.
B. Pursuant to Administrative Order No. 58-20-17, the City Manager delegated to the
Executive Director of the Public Works Department (and the Executive Director of the Library,
Recreation & Cultural Services Department) the authority to perform the duties and
responsibilities specifically defined as those of the City Manager in sections 5.040 through 5.055
of the Eugene Code.
C. Pursuant to Administrative Order No. 58-20-17, the City Manager also delegated
to the Executive Director of the Public Works Department the authority to perform the duties and
responsibilities specifically assigned to the Traffic Engineer by administrative orders and
administrative rules of the City.
D. Administrative Order No. 58-20-17 authorizes the Executive Director of the Public
Works Department to further delegate the duties and responsibilities delegated therein to such
person or persons qualified to perform the delegated duties if the Executive Director finds that it
would be more efficient and in the public interest to do so.
E. I find that it would be more efficient and in the public interest for the City Engineer
to also have the authority to perform the duties and responsibilities specifically defined as those of
the City Manager in Section 5.040 through 5.055 of the Eugene City Code, as well as the duties
and responsibilities assigned to the Traffic Engineer by administrative orders and administrative
rules of the City.
On the basis of these findings, I order that:
1. The authority to perform the duties and responsibilities specifically defined as those
of the City Manager in Sections 5.040, 5.045 and 5.050 of the Eugene City Code, delegated to me
by Administrative Order No. 58-20-17, is hereby further delegated to the City Engineer.
2. The authority to perform the duties and responsibilities specifically defined as those
of the Traffic Engineer, including but not limited to those duties and responsibilities stated in
administrative orders and administrative rules, is hereby further delegated to the City Engineer.
3. The delegations of authority contained herein shall be construed to extend to and
include any person(s) "acting in capacity" (AIC) for the City Engineer.

4. Upon finding it would be more efficient and in the public interest to do so, the City
Engineer is authorized to further delegate the duties and responsibilities described in this order to
such person or persons qualified to perform the delegated duties .
