Mayor Piercy Helps Cement Bond with West University Neighbors
Mayor Kitty Piercy made her mark in the West
University neighborhood on Thursday morning,
The mayor was joined by several dozen
community members for a ceremonial "alley ~ '
signing" to commemorate the substantial
completion of the West University Alley
Improvement Project.
The alley signing event was organized by the
West University Neighbors and drew
neighborhood residents, university students,
representatives from PeaceHealth and local
businesses, project staff, Police employees, and
workers from 2G Construction, the company
hired for the $1.6 million alley paving project.
The project calls for 23 unimproved alleys to be
paved with concrete.
One of the last alleys, the Mill Street Alley south
of 13th Avenue, was poured on Thursday. The
signing was done on a section of sidewalk in
front of the alley. Councilor David Kelly, in
whose ward the improvements are located, was
unable to attend. In his absence, Mayor Piercy
conveyed his sentiments by noting that "the
West University neighborhood is a fun, urban
place to live, and fewer potholes and less junk
in the alleys will lead to less trash and more
beautification of the properties along the alleys."
Drix, the effervescent chair of the West
University Neighbors, displayed a horseshoe
that had been unearthed while preparing the Mill Street Alley for pawng. "A hundred years ago a horse
threw its shoe right here, "he said. "Now we're making our mark for future generations to see." For

Hult Center Presents Franklin the Turtle
Families with young children know Franklin the Turtle, the star of a popular
television show and whose books have sold over 50 million copies in 24
languages. On August 19 at the Hult Center, Franklin comes to life as he and his
friends entertain with non-stop singing, dancing and loads of audience
participation.
Franklin's Class Concert is a full-length musical theatre production featuring
Franklin and his friends Fox, Beaver, and Bear and two scurrilicious mice--
Captain Cheddar and General Gouda. Says author Paulette Bourgeois, "Although
their worlds seem small, young children's problems are very big. Being a part of Franklin's world lets
kids know that they're not alone. Each story is an entertaining way of addressing a common childhood
dilemma--told with a touch of humor."
As a special treat, Franklin and two of his friends will be available for photo opportunities before the show
in the Hult Center lobby. A picnic area will be set up on the plaza between the Hult Center and the
Hilton, and Borders Books and Music will be in the Hult Center lobby offering many of the Franklin books

Third Annual Multicultural Festival & National Niqht Out
Library, Recreation and Cultural Services, in cooperation with Eugene Police, hosted the third annual
Multicultural Festival on August 2 at Sheldon Community
Center, pool and park. More than 1,500 people attended
this unique family event celebrating the many facets of
Eugene's cultural mix. All the activities and performances
were free to the public, including the "National Night Out"
activities which focused on heightening citizen awareness
of neighborhood-based crime prevention. The festival
concluded with a high-energy performance of Cajun Rock
by "Etouffe" as part of the Hult's "Summer Concert in the
Parks" series. Other entertainment featured the groups
"Americanistan," "Polynesian Dancers," "ZAPP Dancers"
and "Dr. Delusion's Magic Show."
New this year was a "Creative KidZone" with multicultural
crafts, face painting, a portable ropes course, carnival games, cosmic swimming and a dunk tank. LTD
also had a bus on site to promote public transportation, and the Fire Department brought a fire engine,

Citizen Panel to Advise Public Works on Stormwater Development Standards
A citizen advisory group began meeting this week to review proposed new stormwater development
standards. The development standards are a component of Eugene's larger stormwater program, which
was initiated in 1993 with the adoption of the Comprehensive Stormwater Management Plan (CSWMP)
and state approval of the City's National Pollutant Discharge Elimination System (NPDES) permit. The
City's NPDES stormwater permit, which was reissued in March 2004, includes measures which fulfill
Clean Water Act requirements for cities with more than 100,000 people.
The Stormwater Development Standards Program will develop, implement, and enforce water-quality-
based drainage design standards for new development and significant re-development. The
development standards will include land use and environmental code changes and an associated design
manual. The original Stormwater Department Advisory Committee provided basic water quality design
and maintenance recommendations for protecting stormwater quality and asked staff to develop an
implementation program for review by a subcommittee. Public Works staff is presenting a modified
version of Portland's Stormwater Management Manual as the design guide for stormwater management
in water quality and flood control.
Members of the Water Quality Implementation Subcommittee are Monica Anderson, representing
engineering and technical interests; Jerry Elliott, engineering/technical; Michael Farthing, attorney and

business interests; Alan Wilm, neighborhood perspectives; Josh Bruce, planning and environmental in
interests; Robert Breeden, Home Builders Association; Joshua Proudfoot, Chamber of Commerce; Stan
Jones, environmental interests; and Steve Greenwood, environmental.
The Water Quality Implementation Subcommittee is expected to meet three or four times between
August and October 2005. Public outreach to interested and affected parties will also occur during this
time. The council will be asked to consider the draft ordinance for adoption in April 2006. For more
