Interviews for Planning Commission and Budget Committee

April 27, 1999
5:30 p.m.
COUNCILORS PRESENT: Scott Meisner, Betty Taylor, Gary Rayor, David Kelly, Gary Pap8
(after 7:30 p.m.).
COUNCILORS ABSENT: Pat Farr, Bobby Lee, Nancy Nathanson.
City Council President Scott Meisner called the meeting to order at 5:30 p.m..
The following applicants were invited to interview for appointment to the Planning Commission:
1) Robed Duncan; 2) Shawn Winkler-Rios; 3) Eric Hall; 4) Jon Belcher; 5) Lance Lindahl; and 6)
Al Burns.
Mr. Meisner welcomed each Planning Commission applicant to their scheduled 15-minute
interview, and councilors issued the following questions to each applicant:
1) The Metropolitan Plan, adopted City plans and policies, and the City Council Goals
provide guidance on a number of key issues for the City's elected officials and its
boards and commission.
A. In your opinion, which issues should be given highest priority by the Planning Commission over the
next four years?
B. In your opinion, which issues should be given highest priority by the Planning Commission over the
next four years?
2) The Planning Commission must often balance competing interests when it develops planning
documents and makes land use decisions. In your opinion, what are the most important factors for
the Planning Commission to consider in its decision-making?
3) In light of the council-adopted Growth Management policies, how can the commission ensure that the
concept of compact urban growth is clearly articulated and implemented through City plans and
land use regulations? Do you have an opinion about, or experience with, design review or design
standards?
4) In your opinion, what is the relationship between City Council and the Planning Commission?
5) Is there anything you wish to add?

The following applicants were invited to interview for membership on the Budget Committee: 1) Bruce
Mulligan; 2) Milton Krueger; and 3) Jack Lucier (phone interview).
Mr. Meisner welcomed each Budget Committee applicant to their scheduled interview and councilors issued
the following questions to each applicant:
1) Why do you want to be on the Budget Committee?
2) What do you feel is the most important issue facing the City in the next year? In the next five years?
3) Discuss your relevant training and experience in working on financial issues that would enable you to
function as an effective member of the Budget Committee.
4) Are there specific services, parts of the City organization, or financial initiatives that you are
particularly interested in pursuing as a Budget Committee member?
5) How can the City increase citizen trust that it is using tax dollars wisely?
The meeting adjourned at 8:37 p.m.
