Torrey called the council to order at 7:30 p.m. I. PUBLIC FORUM Mayor Torrey outlined the procedure for the public forum portion of the agenda. Gary Pierpoint, 2059 Musket Street, spoke about the physical, psychological, political, and economic costs of the June 18 incident. He showed the council a piece of iron that had been hurled through his business window. Nancy, Eugene, raised safety and property damage concerns regarding the June 18 incident. She stressed her desire for more police protection. Nick Urhausen, 2858 Warren Street, commented on a recent Human Rights Commission meeting. Max Groesbeck, 315 Burns Street, suggested billing the University of Oregon for the damage incurred during the June 18 incident. Nathan Fendrich, 151 West 8th Avenue, raised concerns over property damage and lost business from the June 18 incident. He also suggested a dress code for City Councilors. Councilor Meisner commented that the City Council did not affect Eugene Police Department policy. He said that the police had been reacting to primarily negative reactions from the public and called for a more powerful community voice to support the police. Councilor Nathanson commented that freedom of speech did not mean freedom to break the law. She called for a more stringent policy of permits for public gatherings. Councilor Pap~ stated his approval of citizen comments supporting the police. He thanked Nancy for speaking at the meeting. Mayor Torrey read the Eugene Code section pertaining to parades and processions. He called for greater vigilance when issuing permits for public gatherings. He linked police reluctance to use force to the negative public reaction to the June 1, 1997, incident. He commented that "second- guessing" the police did not help any situation. ,. CONSENT CALENDAR A.. ApprovalofCityCotmcilMinutes: May 12, 1999, Work Session; May 19, 1999, Work Session Councilor Meisner, seconded by Councilor Nathanson, moved to approve the items on the City Council Consent Calendar. Councilor Meisner noted that the date of the May 19, 1999, minutes needed to be changed. Roll call vote; the motion carried unanimously, 7:0. II1. PUBLIC HEARING AND ACTION: AN ORDINANCE VACATING A PORTION OF THE STREET RIGHT-OF-WAY LOCATED NEAR THE SOUTHWEST CORNER OAKMONT WAY AND SORREL WAY (SV 98-06) Mayor Torrey opened the public hearing. Ugo DiLullo, 10450 Southwest Nimbus Avenue, Portland, spoke representing Albertson's Supermarkets. He spoke in support of the proposal. Mayor Torrey closed the public hearing. iv. ACTION: A RESOLUTION NUMBER 4597 APPROVING A LOW-INCOME RENTAL HOUSING PROPERTY TAX EXEMPTION FOR PROPERTY LOCATED AT 1665 OAKPATCH ROAD, EUGENE, OREGON (OAKWOOD MANOR LIMITED PARTNERSHIP/ST. VINCENT DE PAUL SOCIETY OF LANE COUNTY, INC.) Richie Weinman, Housing and Neighborhood Development Manager, provided information on the Oakwood Manor tax exemption and spoke in support of the proposal. Councilor Meisner, seconded by Councilor Nathanson, moved to adopt Resolution Number 4597 to approve a Iow-income rental housing property tax exemption for property located at 1665 Oakpatch Road, Eugene, Oregon. (Oakwood Manor Limited Partnership/St. Vincent de Paul Society of Lane County, Inc.) Roll call vote, the motion passed unanimously, 7:0.
