COUNCILORS PRESENT: Pat Farr, Scott Meisner, Bobby Lee, Betty Taylor.
COUNCILORS ABSENT: Laurie Swanson Gribskov, Nancy Nathanson, Tim Laue, Ken
Tollenaar.
The January 15, 1997, meeting of the Eugene City Council was called to order at 6 p.m.; Council
President Pat Farr presiding.
I. TOXICS BOARD INTERVIEWS
The council welcomed Madrona Holden and asked her the following questions and follow-up
questions:
1. Please explain your knowledge of Federal, State, and local right-to-know laws in
general; and, please explain your knowledge and understanding of Eugene's right-
to-know law.
Follow-up question from Mr. Meisner: Can you talk more about how you teach
your students to be effective advocates on their own.
2. How would you work to resolve differences of opinion as a board member, given
that there may be persons on the board whose views are in direct opposition to
yours?
Follow-up question from Mr. Fart: Have you been on any boards or committees or
groups where you have found yourself in direct opposition to another member?
3. Please discuss your understanding of materials accounting, and your ability to
understand the use of toxic substances by manufacturers.
Follow-up question from Ms. Taylor: In what ways does the Toxics Right-to-Know
law matter?
4. Please describe your experience as an advocate of the public's right-to-know.

Follow-up question from Mr. Lee: Do you think you can play that role?
Mr. Farr thanked Ms. Holden for her interest in applying for the position on the Toxics Board. He
said that absent councilors would receive copies of the tape being made of the interview, and a
decision would be made by the full council at its meeting on January 21.
The councilors discussed the candidate's responses to questions and their general impressions
of the candidate.
The council welcomed Paul Nicholson and asked him the same questions asked of Ms. Holden,
with the same follow-up questions excepting the follow-up question from Mr. Farr.
Mr. Farr thanked Mr. Nicholson for his application for the position on the Toxics Board. He
indicated that absent councilors would listen to a tape recording of the interview. Mr. Farr said
the council would make a decision on the successful candidate at its meeting on January 21.
The councilors discussed Mr. Nicholson's responses to questions and their general impressions
of the candidate.
The meeting adjourned at 7:08 p.m.
