Principal findings, and recommended goals and strategies identified in the final report will be presented and discussed. BACKGROUND In 2005, the City Council Budget Committee authorized funding for a “Cultural Policy Review” (CPR) as an integral part of the Arts and Outdoors City Council goal. The CPR was initiated to provide clarification for the council and public on the future role of the City of Eugene in arts and culture philosophical support, annual funding, and advocacy. In June 2006, the City contracted with WolfBrown consulting firm after an extensive search and review process. A Mayor’s Committee was established to oversee the process and provide leadership in developing the final report. The review examined current conditions, services and gaps in the local arts and culture sector. Goals and strategies were identified to strengthen this sector, which included defining the City’s future role in support of local arts and culture, as well as identifying potential community partners within the community to assist in implementation. The CPR process incorporated extensive public input from a wide spectrum of Eugene residents and stakeholder groups: 21-member committee, appointed by the Mayor, providing community perspectives, review and ? feedback In-depth assessment of local arts and cultural facilities ? 50 confidential interviews and 12 focus groups with representatives from throughout the community ? 500 individuals attending open public engagement processes ? 2,500 respondents to a “cultural census” regarding personal preferences, priorities and interests related ? to arts and culture in the community The result of this facilitated public process, directed by the Mayor’s Committee, was the recognition of five key goals : L:\CMO\2007 Council Agendas\M070725\S070725A.doc I. To strengthen public and private sector engagement, leadership, and funding for arts and culture in Eugene. II. To provide comprehensive arts learning experiences for Eugene’s children, youth, and adults. III . To build participation in and audiences for arts and culture in Eugene. IV . To strengthen the ability of cultural organizations and artists to serve the community. V. To integrate arts and culture into the fabric of downtown Eugene and other neighborhoods as part of a comprehensive strategy of revitalization. Priority 1 Strategies From the process, the following five items were identified as ; also noted were the potential partners needed for success: I.1: Establish an “Alliance” for arts and culture that will coordinate and strengthen the efforts of the public, private, and nonprofit cultural sectors and foster high-level civic leadership in support of arts and culture. (City of Eugene, Chamber of Commerce, and local business, cultural and civic organizations) I.2: Define a broader role for the City of Eugene relative to arts and culture and provide the necessary staff and budgetary support. (City of Eugene) I.3: Establish and fund a dedicated endowment or trust for Eugene’s cultural organizations to increase public and private sector financial support for arts and culture. (City of Eugene, Cultural Organizations, Oregon Community Foundation, Oregon Cultural Trust, Private Sector Businesses, and Community Philanthropists) I.4: Conduct a thorough review of Hult Center operations to develop, if necessary, a new mission and implement a new operating model that will support that mission in a long-term, financially sustainable way. (City of Eugene) III.2: Implement a coordinated awareness campaign to highlight the value and strength of Eugene’s arts and culture. Funding estimates from the report indicate that a financial commitment up to $200,000 ongoing and $1,065,000 phased in over 10 years would be required for implementation of the Priority 1 items (see Attachment B). Eleven additional strategies are listed in detail in the CPR report and outlined in the Executive Summary in Attachment A. Many of these strategies may be initiated with community partners within existing resources. A summary matrix of the goals, strategies, potential partners and estimated costs is listed in Attachment B. COUNCIL OPTIONS Option 1: Accept the CPR Report. Direct the City Manager to initiate implementation and identify funding for Priority 1 strategies during the FY09 budget realignment process. CITY MANAGER’S RECOMMENDATION The City Manager recommends that the council adopt Option 1. SUGGESTED MOTION Move to accept the CPR Report. Direct the City Manager to initiate implementation and identify funding for Priority 1 strategies during the FY09 budget realignment process. Initiate additional strategies that can be accomplished with the help of community partners and within existing resources.
