ECC UGENE ITY OUNCIL AIS GENDA TEM UMMARY Public Hearing: An Ordinance Amending the 1999 Street Classification Map and Classifying All of the Streets in the Crest Drive Area as Local Streets and An Ordinance Amending the 1999 Street Classification Map and Classifying Portions of Crest Drive, Storey Boulevard, and Friendly Street as Neighborhood Collectors and the Remaining Streets in the Crest Drive Area as Local Streets Meeting Date: October 20, 2008 Agenda Item Number: 1 Department: Public Works Engineering Staff Contact: Mark Schoening www.eugene-or.gov Contact Telephone Number: 682-5243 ISSUE STATEMENT The purpose of this public hearing is to solicit public testimony on two proposed ordinances (Attachments A and B) to amend the 1999 Street Classification Map to classify the streets in the Crest Drive Area. One ordinance would classify all of the streets in the Crest Drive Area as local streets. An alternative ordinance would classify portions of Crest Drive, Storey Boulevard and Friendly Street as neighborhood collectors and the remaining streets in the Crest Drive Area as local streets. BACKGROUND City Council Action History The City Council adopted the November 1999 Eugene Street Classification Map with the adoption of Ordinance Number 20181 on November 22, 1999. The Street Classification Map included the following note in the map legend – Classifications to be Determined Following Adoption of Crest Drive Area Transportation Study The City Council approved the design for Crest Drive, Storey Boulevard and Friendly Street (Attachment C is a map of the three streets) as recommended by the Crest Drive Community Team on April 14, 2008. The street design was developed following a context sensitive solutions process approved by the City Council on May 8, 2006. Eugene Code 9.6850 stipulates that amendments to the Street Classification Map shall be made by adoption of an ordinance. The City Council passed the following motion as amended on April 14, 2008 – . . . direct the City Manager to 1) request the Planning Commission to investigate classifying Friendly Street, Crest Drive and Storey Boulevard as local streets and 2) if the Planning Commission approves that classification to bring to the council an ordinance adopting that classification. Z:\CMO\2008 Council Agendas\M081020\S0810201.doc Subsequent to the City Council’s April 14, 2008, action, the City Attorney’s Office determined that, prior to the council’s adoption of an ordinance amending the Street Classification Map the Planning Commission does not need to take any action. Street Classification Numerical Rating Attachment D provides an overview of the five street classification rating criteria. The five criteria include average daily traffic, alternative modes, length, spacing and connectivity. The five criteria were used to classify all of the streets shown on the 1999 Street Classification Map except as noted for the Crest Drive Area. The criteria and rating methodology were applied to Crest Drive, Storey Boulevard and Friendly Street and the results are tabulated on Exhibit B to Attachment B. The alternative modes criterion scoring provides one point for transit. Lane Transit District (LTD) currently provides transit service on four street segments in the Crest Drive Area. However, LTD intends to discontinue this service in 2009. Therefore, no points were given for transit for the alternative modes criterion for any of the street segments. The portions of Crest Drive, Storey Boulevard and Friendly Street that were included in the context sensitive solutions process and for which the City Council approved the design met the total rating score for the classification of neighborhood collector. However, the section of Storey Boulevard from lower Crest Drive to upper Crest Drive roughly parallels Crest Drive and has a significantly lower volume of traffic than Crest Drive. Because of the low traffic volume and its close proximity to Crest Drive, it is more appropriate to classify this section of Storey Boulevard as a local street. The proposed neighborhood collector street classifications are shown on Exhibit A to Attachment B. RELATED CITY POLICIES Accessibility and Mobility Transplan Objective #1: Provide adequate levels of accessibility and mobility for the efficient movement of people, goods and services within the region. COUNCIL OPTIONS Not applicable; this is a public hearing only. CITY MANAGER’S RECOMMENDATION The City Manager recommends that the Mayor and City Council convene a public hearing on the two ordinances. The City Council of the City of Eugene finds that: A. In Eugene, as in other cities, a large portion of the public right-of-way is devoted to transportation facilities such as streets, sidewalks, bikeways, and access ways used by automobiles, trucks, transit vehicles, bicycles, and pedestrians. B. On November 22, 1999, by Ordinance No. 20181, the City Council adopted the November 1999 Street Classification Map (“1999 Map”). The 1999 Map depicts the classification of major streets within the Eugene Urban Growth Boundary. C . The 1999 Map did not classify all of the streets in the Crest Drive neighborhood. The 1999 Map shows a portion of the streets in the Crest Drive neighborhood with grey shading (the shaded area on the 1999 Map is hereinafter referred to as the “Crest Drive Area”). A corresponding note in the legend of the 1999 Map states that the streets within the shaded area will be classified after the adoption of a Crest Drive Area Transportation Study. D. On May 8, 2006, the City Council approved a context sensitive solution process to develop street designs for the Crest Drive Area. The context sensitive solutions process was a collaborative, interdisciplinary project development approach that involved all stakeholders to develop a transportation facility that fit its physical setting while maintaining safety and mobility for all users, and reflecting community needs. The goal of context sensitive solutions was to create early, open, honest and continuous communications and sharing of information and knowledge throughout the design process. E . On October 22, 2007, the City Council adopted Resolution 4919 amending the Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways to allow for streets in the Crest Drive Area to have a 9’ minimum travel lane width. F . On April 14, 2008, the City Council approved the context sensitive street design for Crest Drive, Storey Boulevard and Friendly Street. The approved street design includes a street width of 18 feet (two nine-foot travel lanes) and a sidewalk on one side of the street for all of Crest Drive, Storey Boulevard and Friendly Street. The sidewalk will be setback from the street for a less than half of the total length of the sidewalk. The approved design also includes traffic calming elements to be located on all of the streets. Also on April 14, 2008, the City Council adopted Resolution 4927 amending the Design Ordinance - 1 Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways and the Eugene Local Street Plan to allow for sidewalks in the Crest Drive Area to have a 4’ minimum width. G. On April 14, 2008, the City Council passed a motion directing the City Manager to return to Council an ordinance classifying all of the streets within the geographic boundaries of the Crest Drive Area as Local streets. Based on Council’s motion, the streets within the Crest Drive Area should be classified as Local Streets, as specifically shown on Exhibit A attached hereto. Now, therefore, based on the above findings, THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. The 1999 Street Classification Map is hereby amended to classify the streets within the geographic boundaries of the Crest Drive Area in the manner shown on Exhibit A, attached hereto. Section 2. The 1999 Street Classification Map is hereby amended to remove the shading that identifies the Crest Drive Area boundary and the corresponding language related thereto in the legend of the 1999 Map. Section 3 . Except as amended herein, the 1999 Street Classification Map, adopted by Ordinance No. 20181, remains in full force and effect. To the extent any street classification contained in Exhibit A conflicts with a classification contained in any other ordinance, resolution, order or plan, except local streets in the Eugene Local Street Plan, the classification in Exhibit A controls. The 1999 Arterial and Collector Street Plan, adopted as findings in support of Ordinance No. 20181, describes the process and criteria used to determine the street classifications for all of the streets classified by the November 1999 Street Classification Map. The five criteria used for determining the street classifications made in 1999 are: (1) average daily traffic; (2) use by non-auto modes of travel; (3) length of street; (4) spacing of streets; and (5) connectivity. I . Based on the street classification numerical ratings for Crest Drive, Storey Boulevard and Friendly Street (Exhibit B attached hereto) and the application of the five criteria described in the 1999 Arterial and Collector Street Plan previously used for determining street classifications, portions of Crest Drive, Storey Boulevard and Friendly Street should be classified as Neighborhood Collector streets and the remaining streets within the Crest Drive Area should be classified as Local streets. Exhibit A attached hereto depicts the specific manner in which the streets within the Crest Drive Area should be classified. Now, therefore, based on the above findings, THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. The 1999 Street Classification Map is hereby amended to classify the streets within the geographic boundaries of the Crest Drive Area in the manner shown on Exhibit A, attached hereto. Section 2 . The 1999 Street Classification Map is hereby amended to remove the shading that identifies the Crest Drive Area boundary and the corresponding language related thereto in the legend of the 1999 Map. The higher the ADT, the higher the rating. If the street is long enough to have several different measured volumes for different segments, an average over the entire section is used. Present-day traffic volumes are used, except for proposed new streets or segments of roadway that are undergoing rapid growth. In these cases an estimate of future volume is used. Average Daily Traffic Rating Up to 1,500 vehicles per day 0 points 1,500 to 2,500 1 point 2,500 to 7,500 2 points 7,500 to 20,000 3 points over 20,000 4 points Alternative Modes : The rating for this criterion is based on the number of modes (sidewalks for pedestrians, bicycle lanes or routes, and transit) present on that section of street. The more modes, the higher the rating. For this criterion, both existing and planned facilities or transit routes are considered. Because there are only three modes, the rating system only spans a range of four points. Since the other criteria have a range of five points for each street segment, the range for Alternative Modes is set at a minimum of 1 point, maximum of 4 points, so that Alternative Modes are not weighted less than other criteria.) Length: The length of the street is measured and the longest streets are given the highest points and the shortest streets are given the least number of points. The ranges used to group streets into rating categories are based on American Association of State Highway and Transportation Officials (AASHTO) standards of mileage distribution of urban street and roadway systems, adjusted somewhat to fit the size and scale of Eugene. The greater the spacing, the higher the rating given. An example of a high connectivity street would be a state highway that extends into Eugene and provides major access to downtown, the University, a regional shopping center, etc. An example of a low connectivity street would be a purely local residential street. The numerical rating for this criterion is based primarily on the extent to which each street segment connects with other arterial and collector streets, as follows: Connectivity Rating No connections to collectors or arterials 0 points Connects with two collectors, or with only 1 point one collector if serving larger neighborhood Connects with two minor arterials, or 2 points completes a significant collector loop Connects with three or more minor arterials 3 points Connects with two or more major arterials 4 points Total Numerical Rating and Proposed Street Classification: The ratings for each of the five criteria are added to get the total rating for each street segment. The proposed classification is based on the total rating.
