ISSUE STATEMENT
The City Council is requested to adopt one of two ordinances (Attachments A and B) to amend
the 1999 Street Classification Map to classify the streets in the Crest Drive Area. One ordinance
would classify all of the streets in the Crest Drive Area as local streets. An alternative ordinance
would classify portions of Crest Drive, Storey Boulevard and Friendly Street as neighborhood
collectors and the remaining streets in the Crest Drive Area as local streets.
BACKGROUND
City Council Action History
The City Council adopted the November 1999 Eugene Street Classification Map with the
adoption of Ordinance Number 20181 on November 22, 1999. The Street Classification Map
included the following note in the map legend: “Classifications to be Determined Following
Adoption of Crest Drive Area Transportation Study.”
The City Council approved the design for Crest Drive, Storey Boulevard and Friendly Street
(Attachment C is a map of the three streets) as recommended by the Crest Drive Community
Team on April 14, 2008. The street design was developed following a context sensitive
solutions process approved by the City Council on May 8, 2006.
Eugene Code 9.6850 stipulates that amendments to the Street Classification Map shall be made
by adoption of an ordinance.
The City Council passed the following motion as amended on April 14, 2008: “… direct the City
Manager to 1) request the Planning Commission to investigate classifying Friendly Street, Crest
Drive and Storey Boulevard as local streets and 2) if the Planning Commission approves that
classification to bring to the council an ordinance adopting that classification.”

Subsequent to the City Council’s April 14, 2008, action, the City Attorney’s Office determined
that, prior to the council’s adoption of an ordinance amending the Street Classification Map, the
Planning Commission does not need to take any action.
The City Council held a public hearing on October 20, 2008, on the two ordinances.
Street Classification Numerical Rating
Attachment D provides an overview of the five street classification rating criteria. The five
criteria include average daily traffic, alternative modes, length, spacing and connectivity. The
five criteria were used to classify all of the streets shown on the 1999 Street Classification Map
except as noted for the Crest Drive Area. The criteria and rating methodology were applied to
Crest Drive, Storey Boulevard and Friendly Street and the results are tabulated on Exhibit B to
Attachment B.
The alternative modes criterion scoring provides one point for transit. Lane Transit District
(LTD) currently provides transit service on four street segments in the Crest Drive Area.
However, LTD intends to discontinue this service in 2009. Therefore, no points were given for
transit for the alternative modes criterion for any of the street segments.
The portions of Crest Drive, Storey Boulevard and Friendly Street that were included in the
context sensitive solutions process and for which the City Council approved the design met the
total rating score for the classification of neighborhood collector. However, the section of Storey
Boulevard from lower Crest Drive to upper Crest Drive roughly parallels Crest Drive and has a
significantly lower volume of traffic than Crest Drive. Because of the low traffic volume and its
close proximity to Crest Drive, it is more appropriate to classify this section of Storey Boulevard
as a local street. The proposed neighborhood collector street classifications are shown on
Exhibit A to Attachment B.

COUNCIL OPTIONS
The council may:
1.Adopt an ordinance amending the November 1999 Street Classification Map adopted by
Ordinance No. 20181 to classify all of the Crest Drive Area streets as local streets.
2.Adopt an ordinance amending the November 1999 Street Classification Map adopted by
Ordinance No. 20181 to classify portions of Crest Drive, Storey Boulevard and Friendly
Street as neighborhood collectors and the remaining streets in the Crest Drive area as local
streets.
3.Take no action.

CITY MANAGER’S RECOMMENDATION
The City Manager recommends that the Mayor and City Council take action on one of the two
ordinances classifying the streets in the Crest Drive Area.
SUGGESTED MOTION
The following motion is consistent with the direction provided by the City Council at its April 14,
2008, meeting:
Move to adopt an ordinance amending the November 1999 Street Classification Map adopted by
Ordinance No. 20181 to classify all of the Crest Drive Area streets as local streets.
