HomeMy WebLinkAboutItem 4: Appointments to Boards, Commissions and Committees ECC UGENE ITY OUNCIL AIS GENDA TEM UMMARY Action: Appointments to Boards, Commissions and Committees Meeting Date: October 27, 2008 Agenda Item Number: 4 Department: City Manager’s Office Staff Contact: Mary Walston www.eugene-or.gov Contact Telephone Number: 682-5406 ______________________________________________________________________________ ISSUE STATEMENT This is an action item to appoint members to the Budget Committee, Historic Review Board, Human Rights Commission, Lane Regional Air Protection Agency, Metropolitan Wastewater Management Commission, the Planning Commission, Police Commission, Toxics Board, and the Whilamut Natural Area Citizen Planning Committee. BACKGROUND Each year, the council makes appointments to boards, committees and commissions. The last major recruitment and appointment process occurred in October 2007. Chapter 2 of the Eugene Code addresses standing committees to the City Council and the appointment process for those. For most standing committees created in the Code, the council is the appointing authority. The annual recruitment for boards, committees and commissions was initiated on July 14, 2008, and concluded on September 19, 2008. The recruitment was publicized on the Internet, through press releases, council newsletter items, City offices, and at City-related meetings and events. Members of the council were provided with copies of the applications. From this, the council selected those persons who were to be considered as finalists and who were subsequently interviewed by the council. If an applicant received five or more votes to be appointed, that person was presumed to be appointed and thus the motion to appoint reflects that presumption. The City Council appoints members to the Budget Committee, Human Rights Commission, Planning Commission, and the Toxics Board. For the Historic Review Board, Lane Regional Air Protection Agency, Metropolitan Wastewater Management Commission, the Whilamut Natural Area Citizen Planning Committee, the Mayor nominates and the City Council appoints. Included in these appointments is also the new Human Rights Commission representative on the Police Commission. The Human Rights Commission designates a member and the City Council formally approves this designation. With the exception of the Metropolitan Wastewater Management Commission, the terms on these boards, committees and commission begin on November 1, 2008; the term on this body begins on February 1, 2009. An updated tally will be distributed as additional ballots are received. RELATED CITY POLICIES The boards, committees and commissions serve as advisory bodies to the City Council in the development of various city policies. COUNCIL OPTIONS The City Council may 1. Appoint applicants who have been nominated; 2. Appoint other applicants from the pool, or 3. Seek additional candidates for these positions. CITY MANAGER’S RECOMMENDATION The City Manager has no recommendation on this item; the appointments are made by the council. SUGGESTED MOTIONS Budget Committee There are six vacancies on the Human Rights Commission. Seventeen applications were received, including two current members who wished to be reappointed. From this pool, the council chose to reappoint both incumbents in the initial round, and selected nine others to be interviewed. Move to appoint __________ to Position 1 on the Budget Committee for a two-year term beginning November 1, 2008, and ending on October 31, 2010. Move to appoint __________ to Position 3 on the Budget Committee, the unexpired term of Robert Peters for a term beginning November 1, 2008, and ending on October 31, 2009. Move to reappoint John Barofsky to Position 4 on the Budget Committee for a three-year term beginning November 1, 2008, and ending on October 31, 2011. Move to appoint __________ to Position 5 on the Budget Committee, the unexpired term of John Demboski, for a term beginning November 1, 2008, and ending on October 31, 2009. Move to appoint __________to Position 6 on the Budget Committee for a three-year term beginning on November 1, 2008, and ending on October 31, 2011. Move to reappoint Claire Syrett to Position 8 on the Budget Committee for a three-year beginning November 1, 2008, and ending on October 31, 2011. Human Rights Commission There are seven vacancies on the Human Rights Commission. Twenty-two applications were received, including four current members who wished to be reappointed. Move to appoint Rosa Chavez to Position 4 on the Human Rights Commission, the unexpired term of Hugh Massengill for a term beginning November 1, 2008, and ending on October 31, 2009. Move to reappoint Mary Otten to Position 5 on the Human Rights Commission for a three-year term beginning November 1, 2008, and ending on October 31, 2011. Move to reappoint Jon Belcher to Position 7 on the Human Rights Commission for a three-year term beginning November 1, 2008, and ending on October 31, 2011. Move to reappoint Annette Leonard to Position 8 on the Human Rights Commission for a three- year term beginning November 1, 2008, and ending on October 31, 2011. Move to appoint Nehali Dave to Position 9 on the Human Rights Commission for a three-year term beginning November 1, 2008, and ending on October 31, 2011. Move to reappoint Misa Joo to Position 11 on the Human Rights Commission for a three-year term beginning November 1, 2008, and ending on October 31, 2011. Move to appoint Keevan Labowitz to Position 12 on the Human Rights Commission, the unexpired term of Elizabeth Aydelott for a term beginning November 1, 2008, and ending on October 31, 2009. Planning Commission There are two vacancies on the Planning Commission. Sixteen applications were received, including one current member who wished to be reappointed. From this pool, the council selected five candidates to be interviewed. Move to appoint __________ to Position 2 on the Planning Commission for a four-year term beginning November 1, 2008, and ending on October 31, 2012. Move to appoint __________ to Position 3 on the Planning Commission for a four-year term beginning November 1, 2008, and ending on October 31, 2012. Toxics Board There are two vacancies on the Toxics Board. One is for a “right-to-know advocate” position and one is a “business required to report” position. There was one applicant for the “business required to report” position, and two applicants for the “right-to-know advocate” position. The council chose to appoint Diana Bollenbaugh to the “business required to report” position and interview the two applicants for the advocate position. Move to appoint Diana Bollenbaugh to Position 3, a business representative on the Toxics Board for a three-year term beginning on November 1, 2008, and ending on October 31, 2011. Move to appoint __________ to Position 6, an advocacy representative on the Toxics Board for a three-year term beginning on November 1, 2008, and ending on October 31, 2011. Five applications were received, and four applicants were interviewed by the Mayor and Planning Commission President. Of the four persons interviewed only three are recommended to fill vacancies; the staff to the Historic Review Board in conjunction with the Planning Commission chair will explore ways to fill the last remaining vacancy. Move to appoint Patricia Atkins to Position 1 on the Historic Review Board for a four-year term beginning November 1, 2008, and ending on October 31, 2012. Move to appoint Liz Carterto Position 2 on the Historic Review Board for a four-year term beginning November 1, 2008, and ending on October 31, 2012. Move to appoint Andrew Fisher to Position 4 on the Historic Review Board for a four-year term beginning November 1, 2008, and ending on October 31, 2012. Lane Regional Air Protection Agency There is one vacancy for Eugene residents on the committee, due to the expiration of terms. Two applications were received, one from a current member who sought reappointment. The Mayor reviewed the applications and makes the following nominations. Move to reappoint David Monk to Position 4 on the Lane Regional Air Protection Agency Board of Directors for a three-year term beginning November 1, 2008, and expiring October 31, 2011. Metropolitan Wastewater Management Commission Move to reappoint Hillary Loud to Position 4 on the Lane Regional Air Protection Agency Board of Directors for a three-year term beginning November 1, 2008, and expiring October 31, 2011. Whilamut Natural Area Citizen Planning Committee There are six vacancies for Eugene residents on the committee. Seven applications were received, six of who were from current members seeking reappointment. The Mayor reviewed the applications and makes the following nominations: Move to reappoint David Sonnichsen to Position 3 on the Whilamut Natural Area Citizen Planning Committee for a three-year term beginning November 1, 2008, and ending on October 31, 2011. Move to reappoint Stephen Cooper to Position 4 on the Whilamut Natural Area Citizen Planning Committee for a three-year term beginning November 1, 2008, and ending on October 31, 2011. Move to reappoint Barbara May to Position 6 on the Whilamut Natural Area Citizen Planning Committee for a three-year term beginning November 1, 2008, and ending on October 31, 2011. Move to reappoint Theresa Brand to Position 7 on the Whilamut Natural Area Citizen Planning Committee for a three-year term beginning November 1, 2008, and ending on October 31, 2011. Police Commission The Police Commission reserves as slot for a member from the Human Rights Commission. Members of the Human Rights Commission are recommending that Jon Belcher be appointed to replace Mary Otten as the Human Rights Commission member on the Police Commission. The City Council must approve this recommendation. Move to appoint Jon Belcher to Position 9, the Human Rights Commission representative on the Police Commission for a three-year term beginning November 1, 2008, and expiring October 31, 2011.
