ADMINISTRATIVE ORDER NO. 58-21-24-F
of the
City Manager of the City of Eugene
SETTING STREET AND POLE BANNER PERMIT FEES AND
SUPERSEDING THE SCHEDULE ADOPTED BY ADMINISTRATIVE
ORDER NO. 58-99-06-F.
The City Manager of the City of Eugene finds as follows:
A. Section 2.020 of the Eugene Code, 1971, authorizes the City Manager to determine
and set fees and charges to be imposed by the City for services, goods, use of municipal property,
and licenses and permits.
B. Pursuant to the above authority, on May 13, 1999, the City Manager issued
Administrative Order No. 58-99-06-F making the most recent changes to the Street and Pole
Banner Fee Schedule (“the Fee Schedule”).
C. On December 8, 2021, I issued Administrative Order No. 58-21-24, ordering that
notice be given of the opportunity to submit written comments on my proposal to set new street
and pole banner fees. The Notice specified that comments on the proposed amendments would be
received for 15 days from December 10, 2021, the posting date of the Notice. No comments were
received within the time or in the manner described in the Notice.
D. Based on my investigation pursuant to the provisions of Section 2.020 of the
Eugene Code, 1971, I find that the fees should be set as proposed. (See Exhibit B to this Order)
E. The unamended street and pole banner fees adopted by Administrative Order No.
58-99-06-F are incorporated into the Fee Schedule attached as Exhibit A to this Order.
On the basis of these findings, I order that:
1. The Street and Pole Banner Fee Schedule attached as Exhibit A to this Order is the
schedule of fees to be charged for the described services effective January 1, 2022.
2. The Fee Schedule attached to Administrative Order No. 58-99-06-F is superseded
by the Street and Pole Banner Fee Schedule attached as Exhibit A to this Order, effective January
1, 2022.

City Manager’s Findings
Proposed Street and Pole Banner Permit Fee Schedule Amendments
Pursuant to Section 2.020(2) of the Eugene Code, 1971, the City Manager has considered the following
factors in determining the Street and Pole Banner Permit fees:
(a) Applicable policies, enactments and directives of the Council.
Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to determine and set fees and
charges to be imposed by the City for services, goods, use of municipal property, and licenses and
permits.
(b) The amount charged by the City in the past.
Findings: Current charges under AO# 58-99-06-F:
Street and Pole Banner Fee Schedule
Street or Pole Banner Permit (authorizes installation of one
street or pole banner for up to 21 consecutive days) ........................ $37.45*
Removal of Street or Pole Banner by City, actual costs
incurred by the City in connection with the removal of a banner,
including equipment costs and City personnel labor costs at
the hourly rate in effect for the involved employee(s)at the time
the services are performed, with a minimum charge of ..................... $75.00
*Includes a basic fee of $35.00 plus a 7% administrative charge.
(c) The full costs of providing the service supported by the fee.
Findings: Adjustment to the fees, and the number of consecutive days that each approved permit is
allowed, is necessary to bridge the gap between actual costs incurred as well as to meet program
demand.
(d) The amounts charged by other comparable providers.
Findings: In 2019/2020, Public Works reached out to other municipalities to complete a market survey
based on similar banner programs. The results of that survey are set out below. Criteria regarding
population size, location, similar demographics, program scope, and digital presence were used to
determine which municipalities to include. Their fees and policies were considered in part of the
decision process to increase fees and change policies as shown in the Notice attached as Exhibit A to
Administrative Order No. 58-21-24.

(e) The revenue needs of the City as determined by the adopted city budget.
Findings: The purpose of the amendment to AO# 58-99-06-F is not to create a revenue stream. It is
to continue providing the services to our citizens while being able to attain full cost recovery for all
expenses incurred with administrating the program and replacing worn out equipment/hardware as
necessary.
