ISSUE STATEMENT
The City Council is asked to approve the sale of 3.45 acres of City property that is encumbered by a
drainage way to the Oregon Department of Transportation (ODOT) for $54,100.00. The property is
needed by ODOT for the Beltline/Interstate 5 project.
BACKGROUND
The Beltline/Interstate 5 project will require some of the proposed road improvements to be placed on
property currently owned by the City. The property is a narrow strip of land that is used to convey
stormwater drainage and runs adjacent and parallel to the north side of Belt line. The subject area
includes a portion of Tax Lot 1201 on Lane County Assessor's map 17-03-16-00 and totals about 3.45
acres, mostly encumbered by the drainage way. ODOT has appraised the area for $54,100.00 and has
offered to compensate the City accordingly.
As part of the project, ODOT will acquire the necessary easements and relocate the section of the
existing drainage way onto the adjacent property to the north. ODOT has been working with City
stormwater maintenance staff on the design and construction of the relocated section of the drainage
way.
RELATED CITY POLICIES
The Eugene Code states "the council may dispose of real property to any governmental entity without
hearing or notice."
COUNCIL OPTIONS
The council may:
1. Approve the sale of3.45 acres of property to ODOT at the appraised value of$54,100.00; or
2. Direct staff to negotiate specific modifications to the proposed offer by ODOT.

CITY MANAGER'S RECOMMENDATION
The City Manager recommends that the City Council approve the sale of approximately 3.45 acres of
property to ODOT for the appraised value of $54,100.00 consistent with Eugene Code and State statutes.
SUGGESTED MOTION
Move to direct the City Manager to take the necessary steps to proceed with the sale of approximately
3.45 acres of City-owned land to the Oregon Department of Transportation for the appraised value of
$54,100.00, consistent with the Eugene Code and State Statutes.
