AN ORDINANCE ACCEPTING JURISDICTION OVER
PORTIONS OF THE CHAMBERS STREET CONNECTOR, A
COUNTY ROAD LOCATED WITHIN THE CITY OF EUGENE;
AND DECLARING AN EMERGENCY.
The City Council of the City of Eugene finds that:
A. By Ordinance No. 19738 the City~Council requested the
Board of County Commissioners of Lane County, Oregon to release
jurisdiction of the Chambers Street Connector, composed of the
county roads more particularly described on Exhibit A to Ordinance
No, 19738.
B . 0n March 2 7 , 19 91 the Lane County Board o f Commi s s Toners ,
pursuant to an Intergovernmental Agreement for Urban Transition
which calls far the proposed surrender, adopted Resolution and
Order No. 91-3-27-19 setting a public hearing to be held on May 1,
1991 on the proposed surrender of the Chambers Connector and the
exit ramps described on Exhibit A to the Resolution and Order.
C. The description attached to Lane County Resolution and
Order No. 91-3-27-19 includes right of way in Roosevelt Boulevard
not included in Exhibit A to City of Eugene ordinance No. 19738,
and eliminates approximately 400' of the Chambers Connector
included in Exhibit A to City of Eugene Ordinance No. 19738.
D. Notice of the hearing was duly posted as required by ORS
373.270, and on May 1, 1991 the Lane County Board of Commissioners
held a public hearing, and by Final Order Na. 91-5-1-18 surrendered
to the City of Eugene jurisdiction over the Chambers Connector and
exit ramps as described on Exhibit A thereto, which lies inside
the corporate limits of the City.

E. The City of Eugene is willing to accept the action of the
Lane County Board of Commissioners of transferring additional right
of way in Roosevelt Boulevard and eliminating a portion of the
Chambers Connector
NoW, THEREFORE,
THE CITY of EUGENE DOES ORDAIN AS FoLL4W3:
Section 1. Based upon the above findings, which are hereby
adopted, the City Council of the City of Eugene accepts the
transfer of jurisdiction over the Chambers Connector and exit ramps
by Lane County as set forth in Exhibit A to Final Order No. 91-5--
1-18, a copy of which is attached as Exhibit A hereto, and
incorporated herein by reference, and specifically acknowledges
that jurisdiction is accepted over the additional Roosevelt
Boulevard right-of-way, but is not asserted over the approximately
400' of the Chambers Connector described in Exhibit A to City of
Eugene Ordinance No. 19738 which is not included in Exhibit A
hereto.
Seotion 2. The City of Eugene shall have the same control,
power and jurisdiction ever the portion of the Chambers Connector
and exit ramps so transferred as it has over all other streets and
alleys within the City.
Section 3. The City Council directs that a copy of this
Ordinance accepting jurisdiction of the portion of the Chambers
Connector and exit ramps being transferred to the City be forwarded
to the Lane County Board of Commissioners.
Section 4. That the matters captained herein concern the
public welfare and safety and therefore, an emergency is hereby

declared to exist, and this ordinance shall become effective
immediately upon its passage by the City Council and approval by
the Mayor, retention by the Mayor for more than ten days, or
readoption over a mayoral veto by two thirds of all members of the
City Council.

Works Director of Lane County recommends that the Chambers Cbnt~ector as listed
and described in ambit "A" be s~,~rrendered; as shown on the Director's Report,
~chibit "B" attached hereto, and made a part hereof, by this order; now
therefore it is hereby
ORDERm, that Iar~e C~aunty, in aoaordanoe with ORS 373.274, hernby
s~arr~endl~ex~ jurisdiction aver the Chambers Connector and the exit ramps of
Roosevelt Bo~ul.ewa~, Northwest Expressway and Railroad Boulevard listed and
described on Exhibit "A" attached hereto, and made a part hereof by this order,
to the City of Eugene.
