AN ORDINANCE CONCERNING LOW-INCOME SUBSIDY PROGRAM
LOCAL IMROVEMENT ASSESSMENTS; AMENDING SECTION
7.175 OF THE EUGENE CODE, 1971; AND DECLARING AN
EFFECTIVE DATE.
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. Subsection ~ 1 } of Section 1.115 i s amended by rel etteri ng
the existing subparagraphs (c) and (d) to (d) and (e), and adding new langu-
age and anew subparagraph ~c} thereto, to provide:
7.175 Local Im rovements - A ortionment of Assessments.
~1} whatever share of the total estimated or actual project costs
of the local improvement i s to be borne by the city and others shal l be de-
ducted from the total project costs before they are apportioned and assessed
under this section. The city shall pay all or part of the cysts of the
following, provided funds are available and the project has appropriate pri-
ority:
~a} Extra capacity constructed in the improvement to serve
areas beyond the improvement district;
~ b} Paving and sidewalks within the intersection of publ i c
ways which costs may a1 so be paid by assessing the abutting public
way•.

~c} Street and alley improvements for residentially zoned
property upon which a single family dwelling or duplex exists
which is owned by low-moderate income persons} and which property
is adjacent to a local street or alley which is unimproved or im-
proved with substandard improvements at the time the local improve-
ment district is farmed.
~d} Storm sewers constructed as part of a street improve-
ment project within existing developed areas;
fie} Other costs attributable to special conditions yr to
policies adopted prior to or at the time the counci 1 adopts the
resolution forming the local improvement district.
Section ~. The City Retarder, at the request of, or with the concur-
rence of the City Attorney, is authorized to administratively correct any
reference errors contained herein or i n other provisions of the Eugene Cade,
1911, to the provisions added, amended or repealed herein.
Section 3. This Ordinance shall become effective six months from the
Ordinance - 1
date of adoption by the Council and approval by the Mayor, retention by the
Mayor for more than ten days, or readoption over a Mayoral veto by two-thirds
of all members of the Council.
