AN ORDINANCE CONCERNING MEMBERSHIP ON THE LANE
REGIONAL AIR POLLUTION AUTHORITY; AMENDING SEC-
TION 2.013 OF THE EUGENE CODE, 1971; AND DECLARING
AN EMERGENCY.
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS;
Section 1. The provisions relating to the membership on the Lane
Regional Air Pollution Authority ~LRAPA} set forth in Subsection ~1} of Sec-
tion 2.013 of the Eugene Code, 1911, are amended to provide:
2.a13 Cit Council - Boards Commissions and Committees.
~1} The fallowing are the presently constituted boards and
cammi ss i ons and cammi ttees of the city with the number of members and names
of the appai nti ve authority indicated thereafter, together with the term
and the authority for such board, commission or committee:

No, of Members: 1 Councilor
2 Citizens
Appointment Process: Mayor appoints, or reappoints Councilor
Mayor nominates, Council appoints citi-
zen members
Term; Councilor member appointed or
reappointed annually
3 years -citizen members*
Authority: ORS 468.520
*Of the terms cammenc i ng 1-1-92, one member shall be appointed for a
two-year term and one member for a three year term.
Section 2. The City Recorder, at the request of, or with the concur-
rence of the City Attorney, i s authorized to administratively correct any
reference errors contained herein or i n other provisions of the Eugene Code,
1911 to the provisions added, amended or repealed herein.
5ecti on 3. That the matters contained herein concern the public wel -
fare, and in order to ensure adequate time to interview Candidates and
appai nt members i n accordance with the procedures established herein, an

emergency is hereby declared to exist, and this Ordinance shall become
effective immediately upon its passage by the City Council and approval by
the Mayor, retention by the Mayor for more than ten days, ar readopti on over
a Mayoral veto by two-thirds of al 1 members of the City Council .
