AN ORDINANCE ADUPTIlVG AN A~vDMENT TU THE
WE5'T EUGENE WETLANDS SPECIAL AREA STUDY
The City Council of the City of Eugene finds that
A. The West Eugene Wetlands Special Area Study ~wEWSAS~ was amended and
adopted by the Council as a refinement of the Eugene-Springfield Metropolitan Area
General Plan for the area within the wEWSAS study area boundary by unanimous
adoption of Ordinance No. 19853 on May 20,1992.
B. WEwSAS was subsequently reviewed by the Lane County Board of Commis-
sioners at work session meetings on June 3 and June 24, and at public hearings on July
14 and. July 22. Based upon the testimony received and the discussion of the Commis
sioners, the Board approved the pion through adoption of ordinance PA 1019 by a 3-2
vote and approved additional amendments to WEWSAS, as shown in Exhibit A hereto.

THE CITY OF EUGENE DUES ORDAIN AS FULLUWS:
Section 1. Based on the above findings, which are incorporated herein, the
amendments shown in Exhibit A hereto and incorporated herein by reference, are hereby
adopted.
Section 2. Except as herein amended, all other provisions of the West Eugene
wetlands Special Area Study as amended and adopted by the City Council by Ordinance
No. 19853 on May 20,1992 remain in full force and effect.

1. Remove from WEWSAS all mapped and text references to sites A-6, A-7,
A-S, A-9, A-10 and B-10.
2. Qn Map 3, add an asterisk to sites A-5, H-2, F-l, F-2 and I-1 and attach a
footnote which reads "wetlands identified usin the off-site methodolo
which are otentiall re elated wetlands under further review."
3. Add to the Plan the following policy:
"Within l2 months of ado tion of this Plan the Ci of Eu ene shall:
"l. Conduct on-site inventories of the off-site wetlands identified with
asterisks on Ma 3 in the Plan. The Ci will work with owners to obtain
ermission to conduct those on-site inventories. The owners will be iven
0 ortuni to be resent durin the inventories and to resent informa-
tion to the City.
"2. Re ort back to the Coun and affected roe owners the results of
the an-site inventories and initiate re nests for amendment of the Plan to
include those ro ernes which the on-site inventories indicate should be
added to or deleted from the Plan."
~. Amend Recommended Action 7.11 Page ~4 of the draft Plank as follows
(deletions are shown as ,additions are underlined}:

method for defining and determining wetlands, '

b. The Plan's invento will be re-evaluated within 30 months and
c. Plan amendments will be considered de endin on the outcome of

5. Amend the statement on page 9 of the wEWSAS Plan as follows deletions
are shown as ' ~e, additions are underlined};
"Lane County ~ ~ use the Plan in the;
1. Administration of County programs and services impacting the west
Eugene region." [The balance of the paragraph is unchanged].
