HomeMy WebLinkAboutOrdinance No. 19866ORDINANCE N0. 1~1,g AN ORDINANCE APPROVING THE METROPOLITAN INDUSTRIAL LANDS SPECIAL STUDY INVENTORY AND POLICY RECOMMENDATIONS REPORTS, ADOPTING GOVERNMENT-INITIATED AMENDMENTS TO THE METROPOLITAN AREA GENERAL PLAN TEXT, AND ADOPTING A SEVERABILITY CLAUSE. The City Counci 1 of the City of Eugene finds as fo11 ows: 1. The Metropolitan Industrial Lands Special Study was initiated in January, I989, to answer some long-standing questions about the demand for and supply of industrial sites in the Metropolitan Area and to u date the ~ ndustr~ al ]ands ort i on of p p the Metrapol ~ tan Area General Plan . ~. The Metropolitan Industrial Lands Special Study is tom osed of two components. The inventor re o p y p rt includes a detailed descr~pt~on of the Special Study's purpose, background and methodology, economic trends Comm - nity objectives, and lon -term Indust ' u g rzal lands supply and demand. It pro- vides information in support of the policy recommendations re ort. Ordinance - 1 6, Notice was provided to the Land Conservation and Development Com- mission on April I, I992 concerning the proposed Metropolitan Area General P1 an text amendments. 1. Priority Two implementation strategies are subject to available funding and, in some cases, further analysis or processing of related plans or studies. They include courses of action intended to enhance the communi- ty's industrial land inventory as appropriate when consistent with related plans and studies. S. The proposed government-initiated Metropolitan Area General P1 an text amendments are consistent with relevant Statewide Planning Goals and applicable pv1 i ci es i n the Metropolitan Area General Plan as shown i n the Findings set forth in Exhibit C, attached hereto and incorporated herein by reference. Now, THEREFORE THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section I. The findings set forth above and the findings contained in Exhibit C attached hereto and incorporated herein by reference are adopted. Section 2. The Metropolitan Industrial Lands Special Study Inventory and Policy Recommendations reports, attached hereto as Exhibit A, Parts I through 4, and incorporated herein by reference, are approved. Section 3. The text amendments to the Metropolitan Area General Plan as set forth in Exhibit B attached hereto and incorporated herein by reference, are adopted. Section 4. Approval of the Metropolitan Industrial Lands Special Study Inventory and Policy Recommendations reports, including text amendments to the Metropolitan Area General Plan, shall become effective only if they also are approved by Lane County and the City of Springfield, Section 5. If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, that portion shall be deemed a sepa- rate, distinct, and independent provision and that holding shall not affect the validity of the remaining portions of this Ordinance.
