The City Council of the City of Eugene by Resolution Na. 4352 adopted
November 23, 1992, proposed withdrawal from the River Road Water District and
River Road Parks & Recreation District the parts of the Districts annexed to the
City on June 1, 1992 by Notice dated June 22, 1992 of the Lane County Local
Government Boundary Commission; on July 6, 1992 by Notice dated August 3, 1992
of the Lane County Local Government Boundary Commission; on September 21,
1992 by Final Grder No. 957 dated August 6, 1992 of the Lane County Local
Government Boundary Commission; on August 4, 1992 by Notice dated August 19,
1992 of the bane County Local Government Boundary Commission; vn November
4,1992 by Notice dated September 11,1992 of the Lane County Local Government
Boundary Commission; on November 4, 1992 by Notice dated Gctober l5, 1992 of
the Lane County Local Government Boundary Commission; proposed withdrawal
from the Santa Clara Water District, River Road Water District, and River Road
Parks & Recreation District of the parts of the Districts annexed to the City on
September 21, 1992 by Final Grder No. 95b of the Lane County Local Government
Boundary Commission dated August b, 1992; and proposed withdrawal from the
Santa Clara Water District the part of the District annexed to the City on October
12, 1992 by Notice dated Gctober 15, 1992 of the Lane County Local Government
Boundary Commission, all as hereinafter more particularly described.
The Resolution set December 7, 1992, at 7:30 P.M., Pacific Time, in the
Council Chambers, City Hail, in Eugene, Oregon, as the time and place for hearing
objections to the withdrawals, and directed that notice of the time and place of the
hearing be published once each week for two consecutive weeks prior to the hearing
and be posted in four public places in the City for the same period.
The Notice has been so published in the Register Guard and posted in four
public places in the City of Eugene, Gregon.
Ordinance - 1
The City is willing to assume the liabilities and indebtedness previously
contracted by the Districts proportionate to the parts of the Districts that have been
annexed to the City upon the effective date of the withdrawals.
The withdrawals of the annexed territories from the Districts is consistent with
the fundamental principles and applicable policies of the Eugene-Springfield
Metropolitan Area General Plan, and other adopted City policies, and it is in the
best interest of the City that the territories be withdrawn.
NOW, THEREFORE,
THE CITY GF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. The territory in Lane County, Dregon, annexed to the City of
Eugene on June 1,1992 by Notice of the Lane County Local Government Boundary
Commission dated June 22, 1992, as bounded and described as follows:
Parcel 2217, Assessor's Map 17-04-14 2 2, located in the central part
of the River Road area of north Eugene on the west side of Delta
Street, south of Beltline Road, north of Bushnell Lane, east of the
Northwest Expressway and west of Labona Drive, and more particularly
described on Exhibit A attached hereto and incorporated herein by

is hereby withdrawn from the River Raad Water District and River Raad Parks &.
Recreation District, effective July 1, 1993.
Section 2. The territory in Lane County, Gregon, annexed to the City of
Eugene on Juiy 6,1992 by Notice of the Lane County Local Government Boundary
Commission dated August 3, 1992, as bounded and described as follows:
Tax Lots 4600 and 4701, Assessor's Map 1744-24 2 2, located in the
River Road area of North Eugene, on the north side of Horn Lane,
south of Benjamin Lane, west of River Raad, east of Anderson Lane,
and west of Melvina Way, and more particularly described on Exhibit
B attached hereto and incorporated herein by reference. (O'Neil, EC

as follows:

area on the north side of Elkay Drive, west of Hoover Lane, and more
particularly described on Exhibit C attached hereto and incorporated

is hereby withdrawn from the River Road Water District and River Road Parks &
Recreation District, effective July 1, 1993.
Section 4. The territory in Lane County, Gregor, annexed to the City of
Eugene on August 4, 1992 by Notice of the Lane County Local Government
Boundary Commission dated August 19,1992, as bounded and described as follows;
Part of Tax Lot 502, Assessor's Map 17-04-15 l o, located in the River
Road area of north Eugene, immediately east of the Northwest
Expressway on the north side of Bushnell Lane, west of River Road,
and mare particularly described on Exhibit D attached hereto and
