HomeMy WebLinkAboutOrdinance No. 19901ORDINANCE NO. i a~.o A SPECIAL ORDINANCE G G A LIMITED EXCEPTION TO SECTION 2,995 OF THE EUGENE CODE, 1971, AND AUTHORIZING THE MAYOR TG APPOINT EWEB BOARD MEMBERS TO THE VOTER'S PAMPHLET CO ;AND DECLARING AN EMERGENCY. The City Council of the City of Eugene finds as follows: A. Subsection ~2) of Section 2.995 of the Eugene Code, 1971 SEC), provides that the committee appointed by the Mayor to draft a voter's am filet a lanato p p ~ rY statement far a measure referred by the Council shall consist of two Councilors and two persons opposed to adoption of the measure. B. Although the Council has referred the Eugene Water & Electric Board ~EWEB) $150,400,000 band measure to the voters, it has done so at the request of EWEB, and it would be in the public interest to grant a limited exception to EC Subsection 2.9952) and authorize the Mayor to appoint two EWEB Board members to serve an the voter's pamphlet committee for this bond measure in lieu of two Councilors. NOS; THEREFORE, THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. The findings set forth above are adopted. Section 2. Notwithstanding Subsection 2.9952) of the Eugene Code, 1971, for purposes of developing the explanatory statement for the EWEB $150,OOO,o00 band measure only, the Mayar is hereby authorized to appoint two EWEB Board members to serve as the proponents on the voter's pamphlet committee in lieu of two City Councilors. Section 3, The authority granted under this ordinance shall terminate upon completion of the voter's pamphlet committee's duties in connection with the EWEB $150,000,000 bond measure. Section ~. That the matters contained herein concern the public health, welfare and safety and therefore, an emergency is hereby declared to exist, and this ordinance shall become effective immediately upon its passage by the City Council and approval by the Mayor, retention by the Mayor for more than ten days, or readoption over a mayoral ordinance - 1 veto by two-thirds of all members of the City Council.
