AN ORDINANCE PROVIDING ~ ~ FOR RAWAL OF
TERRITORIES WOODS, EC EU 92-32~ FROM THE JUNCTION
CITY WATER CONTROL DISTRICT; AND RAWAL OF
TERRITORIES ~SPROAT TRUST, EC-EU 9Z-52; AND HANNAFORD,
EC EU 93-2~ FROM THE RIVER ROAD WATER DISTRICT AND
RIVER ROAD PARK AND RECREATION DISTRIC'~
The City Council of the City of Eugene by Resolution No. 4365 adopted
January 25, 1993, proposed withdrawal from the River Road Water District and
River Road Parks & Recreation District the parts of the Districts annexed to the
City on December 7, 1992 by Notice of the Lane County Local Government
Boundary Commission tSproat Trust, EC EU 92-52}; on January 4, 1993 by Notice
of the Lane County Local Government Boundary Commission ~Hannaford, EC EU
93-02}; proposed withdrawal from the Junction City Water Control District the part
of the District annexed to the City on August 4, 1992 by Notice of the Lane County
Local Government Boundary Commission Woods, EC EU 92-32; and proposed
withdrawal from the Santa Clara Water District of the part of the District annexed
to the City on November 30,1992 by Notice of the Lane County Local Government
Boundary Commission Stingray, Inc. EC EU 92-50, all as hereinafter more
particularly described.
Subsequent to adoption of Resolution No. 4365, the Lane County Local
Government Boundary Commission advised by letter of January 25, 1993 that the
area annexed to the City pursuant to EC EU 92-5Q Stingray} is not located within
the Santa Clara Water District as previously advised, and therefore, no further action
is required by the City at this time.
The Resolution set February 17, 1993, at noon, Pacific Time, in the Council
Chambers, City Hall, in Eugene, aregon, as the time and place for hearing
objections to the withdrawals, and directed that notice of the tune and place of the
hearing be published once each week for two consecutive weeks prior to the hearing
and be posted in four public places in the City for the same period.
The Notice has been sa published in the Register Guard and posted in four
public places in the City of Eugene, aregon.
The City is willing to assume the liabilities and indebtedness previously
contracted by the Districts proportionate to the parts of the Districts that have been
annexed to the City upon the effective date of the withdrawals,

The withdrawals of the annexed territories from the Districts is consistent with
the fundamental principles and applicable policies of the Eugene-SpringlYeld
Metropolitan Area General Plan, and other adopted City policies, and it is in the
best interest of the City that the territories be withdrawn.
NGW THEREFORE,
THE CITY OF EUGENE DOES ORDAIN AS FOLLO'~VS:
Section 1. The territory in Lane County, Oregon, annexed to the City of
Eugene an December 7, 1992 by Notice of the Lane County Local Government
Boundary Com~n.ission, as bounded and described as follows:

River Road area of north Eugene, west of River ~ Road, south of
Hillcrest Drive, north of Hilliard Lane and more particularly described
an Exhibit A attached hereto and incorporated herein by reference.

is hereby withdrawn from the River Road Water District and River Road Parks ~
Recreation District, effective July 1, 1993.
Section 2. The territory in Lane County, Gregan, annexed to the City of
Eugene an January 4, 1993 by Notice of the Lane County Local Government
Boundary Commission, as bounded and described as follows:
Tax Lot 61UU, Assessor's Map 17-04-24- 2 1, located in the central
eastern part of the River Road area of north Eugene, on the south side
of Loretta Street, east of River Raad, north of East Hilliard Avenue,
and south of Arbor Drive and more particularly described on Exh.~~it
B attached hereto and incorporated herein by reference. (Hannaford,

is hereby withdrawn from the River Raad Water District and River Road Parks &
Recreation District, effective July 1, 1993.
Section 3. The territory in Lane County, Oregon, annexed to the City of
Eugene on August 4, 1992 by Notice of the Lane County Local Government
Boundary Commission, as bounded and described as follows:
Part of Tax Lot 502, Assessor's Map 17-04-1510, located in the River
Road area of north Eugene, immediately east of the Northwest
Expressway on the earth side of Bushnell Lane, west of River Raad,
and more particularly described on Exhibit C attached hereto and
ordinance - 2
incorporated herein by reference. Woods, EC EU 92W32).
is hereby withdrawn from the Junction City Water Control District, effective July 1,
1993.
Section 4. The City Recorder is requested to forward a copy of this
ordinance to the above referred to Districts.
