AN ORDINANCE PROVIDING FUR WITHDRAWAL OF TERRITORIES

RIVER ROAD WATER DISTRICT AND RIVER ROAD PARK AND
RECREATION DISTRICT; AND WITHDRAWAL OF TERRITORIES

The City Council of the City of Eugene by Resolution No. 4441 adopted January 31,
1994, proposed;
~a} Withdrawal from the River Road Water District and River Road Parks
& Recreation District the parts of the Districts annexed to the City on Gctober 18,
1993 by Notice dated Dctober 22, 1993 of the bane County Local Government
Boundary Commission; and on November 23, 1993 by Notice dated December 3,
1993 of the Lane County Local Government Boundary Commission;
fib} Withdrawal from the Santa Clara Water District the parts of the
District annexed to the City on November 22, 1993 by Final Drder No. 979 of the
Lane County Local Government Boundary Commission dated October 7, 1993; on
November 22,1993 by Final Grder No. 980 of the Lane County Local Government
Boundary Commission dated Dctober 7,1993; on November 22,1993 by Final Order
No. 981 of the Lane County Local Government Boundary Commission dated Dctober
7, 1993; on January 18, 1994 by Final Grder No. 991 of the Lane County Local
Government Boundary Commission dated December 2, 1993; on January 18, 1994
by Final Grder No. 987 of the Lane County Local Government Boundary
Commission dated December 2, 1993; and on January 4, 1994 by Notice dated
January 7, 1994 of the Lane County Local Government Boundary Commission,
all as hereinafter more particularly described.
The Resolution set February 14, 1994, at 7:34 P.M., Pacific Time, in the Council
Chambers, City Hall, in Eugene, Dregon, as the time and place for hearing objections to the
withdrawals, and directed that notice of the time and place of the hearing be published once
each week for two consecutive weeks prior to the hearing and be pasted in four public
places in the City for the same period.
The Notice has been so published in the Register Guard and posted in four public
places in the City of Eugene, Gregan.
Ordinance -1
.The City is willing to assume the liabilities and indebtedness previously contracted by
the Districts proportionate to the parts of the Districts that have been annexed to the City
upon the effective date of the withdrawals.
The withdrawals of the annexed territories from the Districts is consistent with the
fundamental principles and applicable policies of the Eugene-Springfield Metropolitan Area
General Plan, and other adopted City policies, and it is in the best interest of the City that
the territories be withdrawn.

Section 1. The territory in Lane County, Oregon, annexed to the City of Eugene on
October 15,1993 by Notice of the Lane County Local Government Boundary Commission
dated October 22,1993, as bounded and described as follows:
Tax Lot 7101, Assessor's Map 17-04.25 2 1, located in the southern River
Road area on the south side of Briarcliff Avenue, west of River Road, and
more particularly described an Exhibit A attached hereto and incorporated

Recreation District, effective July 1,1994.
Section 2. The territory in Lane County, Oregon, annexed to the City of Eugene on
November 23, 1993, 1993 by Notice of the Lane County Local Government Boundary
Commission dated December 3, 1993, as bounded and described as follows:

Road area east of River Road, between Merry Lane and Greenleaf Lane, and
more particularly described on Exhibit B attached hereto and incorporated

Beacon Drive, earth of Spring Creek Drive, east of Briars Street, and west of
Herman Street, and more particularly described an Exhibit D attached hereto
