AN ORDINANCE CONCERNING H HISTORIC DISTRICT
FUR PROPERTIES IN THE BLAIRBUULEVARDHISTORIC
COMMERCIAL AREA; AND DECLARING AN
EMERGENCY.
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. Descri tion and Pur ose. The designation of the Blair Boulevard Historic
Commercial Area provides a means for the City to formally recognize and rotect its historic

preserve the City s herntage, Recognition of landmarks enhances the beautification of the
City, promotes the City'secanomic health, and preserves the values of these ro ernes. The

regulation of designated landmarks provides a means to review changes to a landmark and
ensure that historic and architectural values are preserved.
The purpose of the H Historic District is intended to permit, after a ro riate
pp p
review, the use of historically significant buildings and sites for a range of permitted uses not
otherwise found in one of the standard zoning districts. The purpose of the H Historic
District is to preserve these buildings where their maintenance and productive use would not
otherwise be economically practical, and where a standard zoning classification would be
inappropriate.

the procedures set forth in Resolution No. 3105 of the City Council, the Historic Review
Board at the same time adopted Design Guidelines applicable within this District. The
Design Guidelines, a copy of which is attached as Exhibit A hereto area roved but not

adopted herein, shall be applied to all properties with this historic zoning in order to
encourage compatibility and continuity with the area's historic ambience) and character,
Section Z. Permitted Uses. The Blair Boulevard Historic Commercial Area was
designated for its association with the Eugene working class. The area has alwa s been

characterized by a mix of res~dent~al, commercial and light ~ndustr~al uses, The hnstornc
district is the commercial core of the residential districts that are located to the east and
west of the area. There are four underlying Land use designations shown on the whiteaker
Plan Land Use Diagram for this area: 1} Residential, 2} Commercial, 3} Mixed Use, and
Ambience. fin.} The surroundings ar atmosphere of a place. The Blair Boulevard
Historic Commercial Area is a working class district characterized by a mix of residential,
commercial and industrial building types that are located along a diagonal boulevard with
a quantity of large shade trees evident.
4} Parks. Permitted uses are based on these broad land use classifications as listed below.
Areas Desi Hated for Low and Medium Densi Residential. Permitted uses for
residential architecture shall ensure the retention of the historic architecture, outbuildin s

and s~gnuficant landscape features as specified ~n the historic landmark designation. The
allowable uses are: Single Family Dwellings, Duplexes, Multi-Family Units, home
occupations, and bed and breakfast facilities.
Areas Desi Hated for Nei hborhood Commercial. Some houses in the district are
now used for commercial purposes. Permitted uses shall allow the conversion of commercial
back to residential when it relates to historic residential architecture, including; sin le famil

dwellings, duplexes and multi-family urnts. Commercial uses shall conform to the C-1
Neighborhood Commercial District and C-2 General Commercial District as set forth in the
Eugene Code, 197 ~ , The exceptions to these permitted uses include allowance of -2 Li htW

Medium Industrial uses as set forth in the Eugene Code, 1971 for Assessor Map 17-04-25-4
4, Tax Lots 414o and 4aoo, and the following exceptions;
Amateur radio antenna structure
Automobile sales
Blood banks
Bowling alleys
Car washes
Electrical substations
Fire stations
Hotels
Liquor stores, package
Marine sales with service
Parking area, public
Parking garages, private and. public
Recreational vehicle and tent parks
Recreational vehicle saleslservice
Service stations, minor and major repair
Skating rinks, indoors
Storage facilities, householdlconsumer goods, enclosed and outside
Truck, light, saleslrentallservice
Areas Desi Hated for Mixed Uses. The district has always been characterized by
mixed use, and mixed uses shall be encouraged in the future. Permitted uses shall conform
to the uses outlined under the residential and commercial use sections and small-scale light-
medium industrial uses as permitted in the I-2 District when compatible to the historic
character of a property.
Areas Desi Hated for Park and D en S ace. Scobert Park is significant for its
association with the rural landscape that existed along Blair Boulevard during the historic
period. The park shall be retained as a significant landscape feature of the district. Shade
trees, fruit and nut trees, and ornamental plantings that exist in the park shall be maintained.
Future construction of buildings and installations of plant material, park furniture and play
equipment shall be evaluated to ensure compatibility with the character defining features of
the park through the Historic Alteration Application process in the Eugene Code, 1971.
The exceptions to these permitted uses are:
Athletic facilities
Community centers
Day car facilities
Educational facilities
Offices and meeting rooms
Parking lots
Public and private buildings
Section 3. Development, Standards. The Blair Boulevard Historic Commercial Area
Design Guidelines ado ted b the Ci 's Historic Review Board on Mar

reflected in Exhibit A hereto or as subsequently amended by the Historic Review Board,
shall apply to properties within this historic district and shall be incorporated in any rezoning
order or ordinance for properties within this historic district. Properties within the Blair
Boulevard Historic Commercial Area are also subject to the Historic Properties Alteration,
New Construction and Major New Landscaping Criteria and Historic Property Maving and
Demolition Procedure and Criteria set forth in the Eugene Code, 1971. Alterations to the
building exterior or landscape of properties located in the historic district shall be in
character with the structure's original stylistic integrity as described in the City Landmark
nomination.
Section 4. Interpretation. References in this Crdinance to a provision of the Eugene
Code, 1971 shall be interpreted to be a reference to the provision or successor provision as
it exists at the time it is being applied or interpreted.
Section 5. That the matters contained herein concern the public welfare and in order
to insure the orderly implementation of the provisions hereof an emergency is hereby
declared to exist, and this Ordinance shall became effective immediately upon its passage
by the City Council and approval by the Mayor retention by the mayor for over ten days,
or readoptian over a mayoral veto by two-thirds of all members of the council.

Dn March 1,1993 the City's Historic Renew Board designated this property as part
of the Blair Boulevard Historic Commercial Area, and adopted Design Guidelines as
required by provisions of the Eugene Code, 1971.
DESIGN GUIDELINES
(March 10, 1993)
Resolution No. 3105 adopted by the City Council an March 26, 1979 requires
Development Sods for Historic Landmark Areas in order to provide compatibility with
the architectural and historic character of the area, and not encourage or create "nevi' old
buildings. The following are some of the criteria that shall be considered when developing
or improving a property located within ~ the Blair Boulevard Commercial Area Historic
District. The guidelines for development standards shall be applied to encourage
compat~~ility and continuity with the area's existing historic ambience and character.
Properties within the district are subject tv the Historic Properties Alteration, New
Construction and Major New landscaping Criteria of the Eugene Code, 1971.
The following Design Guidelines shall be applicable within the Blair Boulevard
Commercial Area Historic District:
1. Facade. Improvements or alterations shall respond to the verticality of the
facade and window proportions.
The placement and size of window and door openings shall follow historic
precedents that are unique to individual resources. Windows and door replacements
shall respect the character deixning features of the historic structure. openings shall
not be enlarged to accommodate plate glass or non-compa~`ble additions. Detading
of windows and doors shall adhere to precedents that exist on ~ the historic structure,
or shall be based on sound documented research.
Three dimensional elements, like porches, bay windows, balconies and
awnings, shall be designed to conform in scale, texture and harmony to the historic
structure and character delxning elements of the district
~. ~cterior Materials and Textures. New founda~ons are subject to Uniform
Building Code criteria, but shall attempt to represent a historic appearance that is
compa~~ie with the structure.
Siding shall replicate existing historic siding or be compatible with existing

siding. ~ Metal and vinyl sidings, T-1-11 plywood siding, and other non-historic siding
materials shall be avoided on buildings located in the historic district. ,Every attempt
shall be made to replicate the historic look that is consistent .to the historic structure.
The exterior color shall be campat~`ble with adjacent landmark structures or
of natural or earthtone colors, or of ,natural materials that are sympathetic . to the
historic time period, and detailing of individual structures located in the district,
Choice of color can be influenced by changing technologies, tastes and fashions. A
paint analysis is considered the most effective method of determining historic color,
and should be considered on structures of significant ranking.
3. He~,ight. Building heights are generally law in the district and alterations and
additions shall no~:ceed two stories in height. Building height shall not exceed the height
of the Red Barn, which is around 25 feet.
4. Rif, New roof shapes shall be compatible with historic precedents existing
in the district, which are generally gabled ar hipped, or a combination of the same. The roof
pitch shall be medium to steep and surface material shall consist of composition shingle or
woad shingle. Wood shakes shall be avoided. Investigations of existing roof materials shall
be conducted through research or identification on an individual basis. Earthtones and grays
are generally acceptable colors for historic roofs.
5. Sim. For structures facing Blair Boulevard and Van Buren Street they shall
continue to be sited to fallow an east-west orientation, ar to allow to align with Blair
Boulevard, which is a unique character defining feature of the district. Exceptions could be
made for infill structures that are located at the rear of parcels, or adjacent to alle .
6. Site Development. Existing mature vegetation shall be retained, to the extent
possible. The addition of lawns, deciduous an evergreen trees and shrubs, vines and
perennials shall be encouraged for ornamental plantings. Novelty plants, variegated foliages,
and topiary shrubbery that is clipped to imitate animal or whimsical shapes) will be
considered to be non-campatl~ble with the character of the district
Fences, walls, and hedges located within the front setback shall be law and
compat~~le with the architecture of the building on the site. Fences, walls and hedges
at the rear of properties in the district could be taller, but every consideration shall
be given to create fence types that are historic in character, and compa~~ble with the
architecture of the district. .
7, Parkin . Dff~street parking requirements shall be eliminated, when necessary
to preserve historic Landscape materials ar unique historic features to allow for the adaptive
reuse of historic buildings or when provision of off-street parking prevents such compatible
uses. Within the entire district ,there shall not be a significant expansion of off«street
