HomeMy WebLinkAboutOrdinance No. 19997ORDINANCE N0. 19991 AN ORDINANCE CONCERNING THE CITIZEN INVOLVEMENT COMMITTEE AND AMENDING SECTION x.013 OF THE EUGENE CODE, 1911. THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS; Sectian 1. The provisions relating to the Citizen Involvement Committee contained i n the table set forth i n Subsection ~ 1 ~ of Section 2.013 of the Eugene Code, 1911, are amended to provide: 2.013 Cit Council -Boards Commissions and Committees. ~ 1 ~ Except for boards, commi ss i ans or committees established pursuant to ordi Hance, state statute, ar intergovernmental agreement, ~ the fol 1 owi ng are the presently constituted boards, commissions and committees of the city with the number of members and names of the appointive authority indicated thereafter, together with the term and the authority for such board, commission or committee: Citizens Involvement Committee No. of Members : 3 Citizens randomly selected from a l i st of electors residing within the city 1 Councilor 1 Planning Commissioner 1 Human Rights Commissioner 3 Neighbarhood Leader Organization Representatives Appointment Process: Originating groups nominate, Council appoints Term: Indefinite ~ 1 P1 ann i ng Commissioner, 1 Councilor, 1 Human Rights Commissioner 3 years ~3 Neighborhood Leaders Counci l Representatives, 3 Citizen members~* Authority: Cauncil action, Ordinance 19991 *These members may not be reappointed to a second term unless the member was appointed to f i 11 a vacancy i n a position and the parti a1 term for why ch ~ n ~ t~ al 1 y appo~ nted was for a peri od of 1 ess than two years . Section 2. Subsection ~6} Of Section 2.013 of the Eugene Code, 1911, is amended to pravi de : x.413 Cit Council - Boards Commissions and Committees. ~6~ Al ] appointments to the boards, commissions and committees of Ord i n once - 1 the city shall be made as indicated in subsections ~1} and ~2} above, or as designated by the ardinance or state law creating the board, commission or committee. In,nominating or making appointments, the council, mayor, or city manager or designee shall take into consideration information provided by the c~ t~ zen ~ nterest fors, and, except for counc~ 1/mayoral ad hoc committees, shat 1 nominate or appoint only those persons who at the time of appointment, reside w~ th ~ n the qty's urban growth baundary. Membership on council/mayoral ad hoc committees shall be selected from persons who at the time of appointment, reside or work within the city's urban growth boundary. If during their term a member ceases to reside ar work, i f app1 i cabl e, within the city's urban grawth boundary, the position shall be vacated, effective as of the date a qual ified resident from within the city's urban growth boundary wi 11 i ng to serve i s appointed to f i 11 the position. The council, by majority vote, or the city manager or designee, may waive the residency requirement only if there is no qualified resident from within the city's urban growth boundary willing to serve. Section 3. The City Recorder, at the request af, or with the concurrence of the City Attorney, is authorized to administratively correct any reference errors contained herein or in other provisions of the Eugene Code, 1971 to the provisions added or amended herein.
