HomeMy WebLinkAboutOrdinance No. 20017ORDINANCE NO. l~~ AN ORDINANCE CALLING A .CITY ELECTION TO BE CONDUCTED BY THE LANE COUNTY ELECTION DEPARTMENT ON THE 19TH DAY OF SEPTEMBER, 1995 FOR THE PURPOSE OF REFERRING TO THE LEGAL ELECTORS OF THE CITY OF EUGENE FOR THEIR APPROVAL OR REJECTION A MEASURE AUTHORIZING THE ISSUANCE OF $19,141,410,04 GENERAL OBLIGATION BONDS FOR EMSIFIRE REDEPLOYMENT; AND DECLARING AN EMERGENCY. The City Council of the City of Eugene lends as follows: 1. The City has authority under the Eugene Charter, the Oregon Constitution, and the Eugene Code, 1971, to submit measures to the electorate of the City. 2. An EMS/Fire station redeployment plan was first adopted by the City Council in 1985, but has not been fully implemented due to lack of funding. Funding for redeployment is part of the City Council's current revenue strategy, including a proposal that the capital cost for two new stations Chambers Connector and Coburg Road} be funded by a potential bond issue in mid-1995. 3. Since the 1992-93 Eugene Decisions process, EMSJFire redeployment has been a high priority with the Council. 1t was discussed as part of a General Fund revenue strategy in 1994 and the Council directed the City Manager to prepare an FY 96 General Fund budget which allowed the opening of Station 10 on Bailey Hill Road, and full staffing of Station 3 at 17th and Agate. 4. The City Council Public Safety Committee has been meeting since December, 1994 and reviewing Phase 1 of the EMSIFire Redeployment Master Plan which includes: a. Building a new Master Station in the Chambers Connector area ordinance -1 Station 2) which also would include such facilities as a Public Safe trainin tY g facility, Drill Field and Smoke Tower, a Logistics Facility, and District Chief Quarters; and b. Building a new neighborhood station that would include an Emer en g cY operations Center and District Chief Quarters in the Cobur illakenzie area (Station 6). The committee has recommended that a Measure be placed on the Se tember 19 1995 P ballot. 5, Far these reasons, the City Council desires to place the measure before the voters, The measure, attached as Exhibit 1 hereto, asks whether the Ci should issue General obligation Bonds in the amount of $19,141,41o.flo for EMSIFire Rede to ent. P Ym NOW, THEREFORE, based upon the above findings, THE CITY OF EUGENE DUES ORDAIN AS FOLLOWS: Section 1. Section 2. The Measure referred to in Section 1 shall be placed u on the official P ballot by the City Recorder. Notwithstanding any provision of the Eu ene Code 1971 the g a City Recorder shall furnish to the County Clerk for Lane Coun , a certified co of the tY PY ballot title for the Measure, which is attached hereto as Exhibit 1, and direct that the Caun Clerk for Lane County place the Measure upon the ballot to be used at the Ci election to ordinance - 2 be voted upon by the electors of the City. Section 3. The City Council orders this City election be held in the City of Eugene, Oregon on the 19th day of September, 1995, in accordance with the provisions of Chapter 254 of Oregon Revised Statutes, and the ballots shall be counted and tabulated and the results certified as provided by law. Section 4. The City Retarder is directed to give not less than ten ~lU} days notice of the election by publication of one ~l} notice, a copy of which is attached hereto as Exhibit 2, in the ,Register Guard, a newspaper published in the City and of general circulation within the City. Section 5. If approved by the voters, the proceeds from the sale of the bonds shall be used to construct facilities at 2nd and Chambers (Station 2}, and at Coburg and Willakenzie Road Station 6}, and to purchase equipment for those stations. Section 6. The matters contained herein concern the public welfare and safety, and in order to ensure the timely certification of this measure to the Lane County Clerk, an emergency is hereby declared to exist, and this ordinance shall became effective immediately upon its passage by the City Council and approval by the Mayor, retention by the Mayor for more than ten days, or readaption over a Mayoral veto by two-thirds of all members of the Council. BALLoT EXPLANATION If approved by the voters, this measure will authorize the City to issue up to $19,141,410.00 of general obligation bonds. The funds would be used to construct and equip (1} an EMS1Fire Station at 2nd and Chambers including, but not limited to, facilities for training of public safety personnel and equipment storage and maintenance}, and ~2} an EMSIFire Station at Coburg and '~Villakenzie Road including an emergency operations center}.
