ISSUE STATEMENT
This is a call for public hearing which formally sets the date for a public hearing on the alley vacation
proposed by the Urban Renewal Agency of the City of Eugene for the southern half of the north/south
improved alley located between Olive and Charnelton Streets, and Broadway and 10th Avenue, adjacent
to the former Sears building. The council is asked to approve the motion to call for a public hearing,
which is tentatively set for November 14, 2005.
BACKGROUND
The Urban Renewal Agency, owner of the Sears building property and the adjacent l/8-block parking
lot has signed a Purchase and Sale agreement with the Oregon Research Institute (ORl) under which this
property will be sold to ORl for the development of a new six-story office building. The City Council
previously approved the terms of the sale, which included the Urban Renewal Agency's commitment to
vacate the alley.
Additional background information regarding this request will be provided by staff in the agenda packet
for the public hearing on this item.
RELATED CITY POLICIES
The alley vacation request is consistent with policy direction contained in the Growth Management
Policies and the Downtown Plan, as it will facilitate the re-development of a vacant site with a six-story
office building that will bring 300 employees to the downtown core.
COUNCIL OPTIONS
The council has the option to set the public hearing date on this alley vacation request for November 14,
2005, postpone the action, or set a subsequent hearing date.
CITY MANAGER'S RECOMMENDATION
The City Manager recommends that the council approve the following motion, to set a public hearing
date for the requested alley vacation.

SUGGESTED MOTION
Move to set a public hearing date for November 14, 2005, to consider the request by the Urban Renewal
Agency to vacate the southern half of the north/south improved alley between Olive and Charnelton
Streets, and Broadway and 1 Oth Avenue.
