Staff collects data across 36 services and uses it to inform management decisions and report the City’s performance to the public. Eugene benchmarks its performance against 115 jurisdictions through the ICMA’s Center for Performance Measurement, and has received a “Trailblazer” grant from the National Center for Civic Innovation to make its performance information more accessible and useful to the public. This year, the City has taken a leadership role in improving the practice of performance measurement in the region, co-founding with the Oregon Progress Board an organization that brings State and local government together to address key performance management issues and work toward the development of a performance consortium that will give Oregon communities access to regional comparative data for a broad range of local government services. Joining Eugene in receiving the Certificate of Distinction, the top honor in the ICMA’s certificate program, were Austin, Texas; Bellevue, Wash.; Coral Springs, Fla.; Elgin, Ill.; Fairfax County, Va.; Hamilton County, Ohio; Henderson and Las Vegas, Nev.; Miami-Dade County, Orlando, and Palm Coast, Fla.; Phoenix, Ariz.; Prince William County, Va.; Reno, Nev.; San Jose and Santa Barbara County, Calif.; Vancouver, Wash.; and Westminster, Colo. The jurisdictions receiving the Certificate of Achievement were Bryan, Texas; Des Moines, Iowa; Gainesville, Fla.; North Las Vegas, Nev.; Richmond, Va.; Sarasota County, Fla.; St. Charles, Ill.; and Tucson, Ariz. Get the Facts about Local Government at Eugene Public Library With the arrival of a new book honoring Eugene as a “Shining Star of Wetlands Preservation,” Eugene Public Library reminds community members that when you have questions about local government, laws, or policy, head to your Library. The new title, Nature-Friendly Communities: Habitat Protection and Land Use Planning by Christopher Duerksen and Cara Snyder, includes a full chapter about Eugene. The Gallery at the Airport presents "For the Birds" through December 1 The Gallery at the Airport is currently showing “For the Birds,” an exhibit that features 20 Willamette Valley artists. Each artist, through his or her artistic medium, touches upon the subject matter of birds. Bird watching is rapidly gaining popularity across the country, and Oregon is no exception. From the bald eagles of the high deserts to the great blue herons of the valley wetlands, from the spotted owls of the dense forests to the tufted puffins of the coastal waters, Oregon has something to offer all bird enthusiasts. It is no surprise that the artists of Oregon are often inspired by our feathered friends. The public is invited to view this unique exhibit through December 1. The Gallery at the Airport opened in November 1994, under the sponsorship of the Arts Foundation of Western Oregon, formerly the Eugene Arts Foundation. Currently a program of Lane Arts Council, the gallery presents three professionally curated exhibits each year.
