RESOLUTION NO. 4778
A RESOLUTION SUPPORTING THE SITING OF A HOSPITAL WITHIN
THE CITY OF EUGENE.
The City Council of the City of Eugene finds that:
A. The Council supports and welcomes the siting of a major hospital anywhere in the
City of Eugene. A hospital board has many factors to consider in choosing an appropriate site. The
Council is committed to doing whatever it can to help facilitate a siting decision that is beneficial
for the hospital as well as the citizens of Eugene.
B. The Council appreciates that siting decisions can have a positive impact on the health
of Eugene residents as well as creating significant costs and obstacles to the residents of Eugene.
The Council realizes that a hospital location within the central city (defined as within a 2.25 mile
radius of Second Avenue and Chambers Street, south and west of the Willamette River), will result
in a principal public benefit in terms of better access to all levels of health services for Eugene's
residents, and reduced city expenses for providing services and infrastructure to the hospital.
C. For purposes of this Resolution, "hospital" is defined as an institution that maintains
and operates facilities for the 24 hour diagnosis, treatment and care of 50 or more non-related
individuals, containing, at a minimum, a level III trauma center, an intensive care unit, surgical
facilities and birthing rooms. In addition, to qualify as a hospital, the facility must be devoted
primarily to the rendering of in-patient and emergency 24 hour healing, curing, obstetric, and nursing
care.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. The Council will provide incentives in order to achieve the above objectives of
siting a hospital within the central city (as "hospital" and "central city" are defined above) of Eugene.
The incentives may include, but are not limited to:
(a) Assist with land assembly.
(b) Reduce transportation Systems Development Charges.
(c) Provide a facilitator to act as a direct liaison between the City and the hospital
entity. This facilitator would be hired and supervised by the City Manager and dedicated to

working with a hospital entity. The facilitator should provide the expertise, collaborative
support, and credibility necessary to navigate a successful siting decision.
Section 2. This Resolution shall become effective immediately upon its adoption.
The foregoing Resolution adopted the 24th day of September, 2003.
