ADMINISTRATIVE ORDER NO. 52-22-01-F
of the
City Manager of the City of Eugene
SETTING FIREMED MEMBERSHIP FEE AND SUPERSEDING THE FEE
ADOPTED BY ADMINISTRATIVE ORDER NO. 52-02-02-F.
The City Manager of the City of Eugene finds as follows:
A. Section 2.020 of the Eugene Code, 1971, authorizes the City Manager to determine
and set fees and charges to be imposed by the City for services, goods, use of municipal property,
and licenses and permits. Pursuant to that authority, on April 15, 2002, I issued Administrative
Order No. 52-02-02-F establishing the current FireMed membership fee.
B. On June 16, 2022, I issued Administrative Order No. 52-22-01, ordering that notice
be given of the opportunity to submit written comments on my proposal to set a new FireMed
membership fee. The Notice specified that comments on the proposed amendments would be
received for 15 days from June 21, 2022, the posting date of the Notice. No comments were
received within the time or in the manner described in the Notice.
C. Based on my investigation pursuant to the provisions of Section 2.020 of the
Eugene Code, 1971, I find that the fee should be set as proposed. (See Exhibit A to this Order)
On the basis of these findings, I order that:
1. As of the effective date of this Order, $68.00 is the FireMed membership fee.
2. The FireMed membership fee established by Administrative Order No. 52-02-02-
F is superseded by the fee established by this Administrative Order No. 52-22-01-F as of the
effective date of this Order.

City Manager’s Findings
Proposed FireMed Membership Fee Amendment
Pursuant to Section 2.020(2) of the Eugene Code, 1971, the City Manager has considered the
following factors in determining the proposed FireMed membership fee amendment:
(a) Applicable policies, enactments and directives of the Council.
Findings: FireMed helps fund Council goal of a Safe Community. FireMed revenues
help fund ambulance transports provided by the City of Eugene. In addition, FireMed
memberships allow citizens to decrease out of pocket expenses after a medical
emergency.
(b) The amount charged by the City in the past.
Findings: This proposed fee is an increase over amounts charged by the City in the past
but is reasonable in light of the City’s increasing ambulance transport costs and the fees
charged by other local jurisdictions, including the City of Springfield.
(c) The full costs of providing the service supported by the fee.
Findings: The Proposed FY23 budget for the Ambulance Transport Fund is almost $14
million. The primary source of funding for this fund is ambulance billings which have a
base rate $1,859 per transport for city residents along with General Fund support to
balance the fund.
(d) The amounts charged by other comparable providers.
Findings: The City of Springfield is also proposing to charge a $68 fee for this service.
(e) The revenue needs of the City as determined by the adopted city budget.
Findings: The Ambulance Transport Fund has annually had a deficit balance the last
few fiscal years and has needed support from both the General Fund and Community
Safety Initiative Fund. FireMed was 6.7% of the revenue generated in FY21.
