BACKGROUND Each year, the council makes appointments to boards, committees and commissions. The last major recruitment and appointment process occurred in October 2004. Chapter 2 of the Eugene Code addresses standing committees to the City Council and the appointment process for those. For most standing committees created in the Code, the council is the appointing authority. The annual recruitment for boards, committees and commissions was initiated on July 19, 2005, and concluded on September 9, 2005. The recruitment was publicized on the Internet, through press releases, council newsletter items, City offices, and at City-related meetings and events. In addition, information and outreach on City boards, committees and commissions was available at the Eugene Celebration. Notices of the vacancies were mailed to a number of community organizations, and a list of interested parties. Members of the council were provided with copies of the applications. From this, the council selected those persons who were to be considered as finalists and who were subsequently interviewed by the council. If an applicant received five or more votes to be appointed, that person was presumed to be appointed and thus the motion to appoint reflects that presumption. Appointments for the Lane Regional Air Pollution Authority (LRAPA) and the Whilamut Natural Area Citizen Planning Committee have been set for November 14, 2005. The delay is due to a conflict with the Mayor’s travel schedule. The City Council appoints members to the Budget Committee, Planning Commission, Human Rights Commission, and Toxics Board. For the MWMC, the Mayor nominates and the City Council appoints. Finally, for the Historic Review Board, the Mayor and President of the Planning Commission nominate and the City Council appoints. The terms on these boards, committees and commission begin on November 1, 2005. COUNCIL OPTIONS The City Council may: 1. Appoint applicants who have been nominated; 2. Appoint other applicants from the pool, or 3. Seek additional candidates for these positions. CITY MANAGER’S RECOMMENDATION The City Manager has no recommendation on this item; the appointments are made by the City Council. SUGGESTED MOTIONS Budget Committee There are four vacancies on the Budget Committee. Nine applications were received, including two current members who wished to be reappointed. From this pool, the council chose to reappoint two members in the initial round and to interview six other applicants on October 5, 2005. Subsequent to these interviews, one of the current members withdrew her application. The ballots received as of noon on October 19 indicate five or more votes for only three candidates; there is no apparent majority for the fourth vacancy. Move to reappoint Jana Rygas to Position 1 on the Budget Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Move to appoint John Barofsky to Position 4 on the Budget Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Move to appoint Michael Biglan to Position 6 on the Budget Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Move to appoint ____________ to Position 8 on the Budget Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Planning Commission There are two vacancies on the Planning Commission. Seven applications were received, including one current member who wished to be reappointed. From this pool, the council chose to reappoint one member in the initial round and to interview four other applicants on October 4, 2005. One applicant withdrew from consideration prior to the interviews. The ballots received as of noon on October 19 indicate five or more votes for only one candidate; there is no apparent majority for the second vacancy. Move to appoint __________ to Position 4 on the Planning Commission for a four-year term beginning November 1, 2005, and ending on October 31, 2009. Human Rights Commission There are five vacancies on the Human Rights Commission. Twelve applications were received, including one current member who wished to be reappointed. From this pool, the council chose to reappoint one member in the initial round and to interview seven other applicants on October 6, 2005. One applicant withdrew from consideration prior to the interviews. The ballots received as of noon on October 19 indicate five or more votes for only four candidates; there is no apparent majority for the fifth vacancy. Move to reappoint Misa Joo to Position 11 on the Human Rights Commission for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Move to appoint Rebecca Flynn to Position 5 on the Human Rights Commission for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Move to appoint James Garcia to Position 7 on the Human Rights Commission for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Move to appoint Annette Leonard to Position 8 on the Human Rights Commission for a three- year term beginning November 1, 2005, and ending on October 31, 2008. Move to appoint __________ to Position 9 on the Human Rights Commission for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Toxics Board There are two vacancies on the Toxics Board. One is for a “right-to-know advocate” position and one is a “business required to report” position. There was one applicant for the “right-to- know advocate,” and one applicant for the “business required to report” position. The City Council interviewed each applicant on October 4, 2005. Move to appoint Rue Ann Thomas to Position 3, an industry representative, on the Toxics Board for a three-year term beginning on November 1, 2005, and ending on October 31, 2008. Move to appoint John Jordon-Cascade to Position 6, an advocacy representative, on the Toxics Board for a three-year term beginning on November 1, 2005, and ending on October 31, 2008. Historic Review Board There were two vacancies on the Historic Review Board. Three applications were received for these vacancies. The president of the Planning Commission and the Mayor nominate candidates for this body and the council appoints. The Mayor and Planning Commission president have nominated the persons noted in the motions below. Move to appoint Sara Palmer to Position 5, on the Historic Review Board for a four-year term beginning November 1, 2005, and ending on October 31, 2009. Metropolitan Wastewater Management Commission There was one vacancy on the Metropolitan Wastewater Management Commission. One application was received for this vacancy. The Mayor nominates candidates for this body and the council appoints. The Mayor nominated the person noted in the motion below. Move to appoint Hilary Loud to Position 3, on the Metropolitan Wastewater Management Commission for a three-year term beginning February 1, 2006, and ending on January 31, 2009. ATTACHMENTS A.
