BACKGROUND Each year, the council makes appointments to boards, committees and commissions. The last major recruitment and appointment process occurred in October 2004. Chapter 2 of the Eugene Code addresses standing committees to the City Council and the appointment process for those. For most standing committees created in the code, the council is the appointing authority. For intergovernmental bodies, the mayor nominates and the City Council appoints. The annual recruitment for boards, committees and commissions was initiated on July 19, 2005, and concluded on September 9, 2005. The recruitment was publicized on the Internet, through press releases, council newsletter items, City offices, and at City-related meetings and events. Notices of the vacancies were mailed to a number of community organizations, and a list of interested parties. Members of the council were provided with copies of the applications. Appointments for the Lane Regional Air Pollution Authority (LRAPA) and the Whilamut Natural Area Citizen Planning Committee were not included in the October 24, 2005, appointment processes because a delay was requested due to the Mayor’s travel schedule. In mid-October, a request from the Lane Workforce Partnership was received to make an appointment to that board. For this body, a recommendation is made by the Eugene Area Chamber of Commerce, the Mayor then nominates from that recommendation and the City Council appoints. The Mayor has made the following nominations: LRAPA: David Monk Whilamut Natural Area Citizen Planning Committee: Stephen Cooper, Ed Freddette, Elliot McIntire, Greg Ringer, David Sonnichsen, and Matthew Svoboda Lane Workforce Partnership: Bobby Lee RELATED CITY POLICIES The boards, committees and commissions serve as advisory bodies to the City and to the development of various city policies. Reject the nominees and ask the Mayor to offer another applicant. CITY MANAGER’S RECOMMENDATION The City Manager has no recommendation on this item; the appointments are made by the City Council. SUGGESTED MOTIONS Lane Regional Air Pollution Authority There is one vacancy for a Eugene resident on this board. There were six applications, four persons who applied for the open slot in May 2005 and two new applicants. Of the six, three of the applicants from the May 2005 recruitment did not wish to be considered again for appointment, leaving three persons in the applicant pool. Move to appoint David Monk to Position 3, as one of the two Eugene at large representatives on the Lane Regional Air Pollution Authority Board of Directors for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Whilamut Natural Resource Area Citizen Planning Committee There are six vacancies for Eugene slots on this committee. There were nine initial applicants, including those from the spring 2005 recruitment. Of this nine, one withdrew, one was no longer interested in serving and one is to be considered for a Springfield slot. Move to appoint Stephen Cooper to Position 4 on the Whilamut Natural Resource Area Citizen Planning Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Move to reappoint Ed Fredette to Position 6 on the Whilamut Natural Resource Area Citizen Planning Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Move to appoint Elliot McIntire to Position 7 on the Whilamut Natural Resource Area Citizen Planning Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Move to appoint Greg Ringer to Position 10 on the Whilamut Natural Resource Area Citizen Planning Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Move to appoint David Sonnichsen to Position 13 on the Whilamut Natural Resource Area Citizen Planning Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Move to appoint Matthew Svoboda to Position 15 on the Whilamut Natural Resource Area Citizen Planning Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008. Lane Workforce Partnership L:\CMO\2005 Council Agendas\M051114\S0511148.doc In an effort to create a better balance between board members from Lane County, Springfield and Eugene, a new slot has been created on the Lane Workforce Partnership Board. The Eugene Area Chamber of Commerce recommended Bobby Lee and, in turn, Mayor Piercy has nominated him for this position. The City Council must make the appointment Move to appoint Bobby Lee as a Eugene business representative on the Lane Workforce Partnership for a four-year term beginning October 1, 2005, and ending on December 31, 2009.
