ISSUE STATEMENT
This is an action item to appoint members to the Lane Regional Air Pollution Authority (LRAPA), the
Whilamut Natural Area Citizen Planning Committee, and the Lane Workforce Partnership.
BACKGROUND
Each year, the council makes appointments to boards, committees and commissions. The last major
recruitment and appointment process occurred in October 2004. Chapter 2 of the Eugene Code
addresses standing committees to the City Council and the appointment process for those. For most
standing committees created in the code, the council is the appointing authority. For intergovernmental
bodies, the mayor nominates and the City Council appoints.
The annual recruitment for boards, committees and commissions was initiated on July 19, 2005, and
concluded on September 9, 2005. The recruitment was publicized on the Internet, through press releases,
council newsletter items, City offices, and at City-related meetings and events. Notices of the vacancies
were mailed to a number of community organizations, and a list of interested parties.
Members of the council were provided with copies of the applications. Appointments for the Lane
Regional Air Pollution Authority (LRAPA) and the Whilamut Natural Area Citizen Planning Committee
were not included in the October 24, 2005, appointment processes because a delay was requested due to
the Mayor’s travel schedule. In mid-October, a request from the Lane Workforce Partnership was
received to make an appointment to that board. For this body, a recommendation is made by the Eugene
Area Chamber of Commerce, the Mayor then nominates from that recommendation and the City Council
appoints.
The Mayor has made the following nominations:
LRAPA: David Monk
Whilamut Natural Area Citizen Planning Committee: Stephen Cooper, Ed Freddette, Elliot
McIntire, Greg Ringer, David Sonnichsen, and Matthew Svoboda
Lane Workforce Partnership: Bobby Lee

The boards, committees and commissions serve as advisory bodies to the City and to the development of
various city policies.

COUNCIL OPTIONS
The City Council may:
1. Appoint applicants who have been nominated;
2. Reject the nominees and ask the Mayor to offer another applicant.
CITY MANAGER’S RECOMMENDATION
The City Manager has no recommendation on this item; the appointments are made by the City Council.
SUGGESTED MOTIONS
Lane Regional Air Pollution Authority
There is one vacancy for a Eugene resident on this board. There were six applications, four persons who
applied for the open slot in May 2005 and two new applicants. Of the six, three of the applicants from
the May 2005 recruitment did not wish to be considered again for appointment, leaving three persons in
the applicant pool.
Move to appoint David Monk to Position 3, as one of the two Eugene at large representatives on the
Lane Regional Air Pollution Authority Board of Directors for a three-year term beginning November 1,
2005, and ending on October 31, 2008.
Whilamut Natural Resource Area Citizen Planning Committee
There are six vacancies for Eugene slots on this committee. There were nine initial applicants, including
those from the spring 2005 recruitment. Of this nine, one withdrew, one was no longer interested in
serving and one is to be considered for a Springfield slot.
Move to appoint Stephen Cooper to Position 4 on the Whilamut Natural Resource Area Citizen Planning
Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008.
Move to reappoint Ed Fredette to Position 6 on the Whilamut Natural Resource Area Citizen Planning
Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008.
Move to appoint Elliot McIntire to Position 7 on the Whilamut Natural Resource Area Citizen Planning
Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008.
Move to appoint Greg Ringer to Position 10 on the Whilamut Natural Resource Area Citizen Planning
Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008.
Move to appoint David Sonnichsen to Position 13 on the Whilamut Natural Resource Area Citizen
Planning Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008.
Move to appoint Matthew Svoboda to Position 15 on the Whilamut Natural Resource Area Citizen
Planning Committee for a three-year term beginning November 1, 2005, and ending on October 31, 2008.
Lane Workforce Partnership

In an effort to create a better balance between board members from Lane County, Springfield and
Eugene, a new slot has been created on the Lane Workforce Partnership Board. The Eugene Area
Chamber of Commerce recommended Bobby Lee and, in turn, Mayor Piercy has nominated him for this
position. The City Council must make the appointment
Move to appoint Bobby Lee as a Eugene business representative on the Lane Workforce Partnership for
a four-year term beginning October 1, 2005, and ending on December 31, 2009.

NOTE: To allow a large number of citizens to serve on boards and commissions, the City Council policy allows Individuals to serve
on only ana standing board or commss/on at a time. A current member of a board/commsslon who Is a successful applicant for
another board/commission will be required to 'choose one board/commsslon. This policy does not apply to ad hoc committees or
departmental committees or positions that ale designated for members of specific advisory groups, e.g. the Planning Commission
member assigned to the CItizen Involvement Committee.

CITY COUNCIL POUCY REGARDING REAPPOINTMENT TO BOARDS AND COMMISSIONS
1. Members of city advisory groups will serve a max/mum of tMO consecutive tflrms when the length of the term Is three years or more.
Individuals serving tenns less than three years will be limited to a total of six consecutive years of service.
2. The deadline for applications from Incumbents Is the same as the deadline for new applications.
3. An Indlv/dua1 may reapply for appointment to a board or commission after at least a one year hiatus from service.
4. City of Eugene employees may not serve on City of Eugene boards or commissions except as specifically provided by the City

Dear Mary:
The Lane Workforce Partnership has a Eugene business representative vacancy on its board of
directors. The Lane Workforce Partnership has recruited Bobby Lee, Corporate Communications
Officer for Hynix Semiconductor, to fill the vacancy.
Enclosed is Mr. Lee's completed Application for Appointment to Citizen Advisory Boards and
Commissions. Also enclosed is a letter from the Eugene Chamber of Commerce nominating Mr.
Lee to the Lane Workforce Partnership board of directors.
The Workforce Investment Act of 1998 requires that local workforce investment boards, i.e., the
Lane Workforce Partnership board of directors, be comprised of a majority from business.
Business representation must be owners of businesses, chief executives, or operating officers of
business or employers with optimum policymaking or hiring authority; represent businesses with
employment opportunities that reflect the employment opportunities of the local area and; are
appointed from among individuals nominated by local business organizations, i.e., the Eugene
Chamber, and business trade associations.
Weare requesting the Eugene City Council appoint Mr. Lee to serve on the Lane Workforce
Partnership board of directors from October 2005 through December 31, 2009.
