Public health educator and photographer Reynolds brings home both the facts and the faces of Southern Africa’s HIV/AIDS pandemic, including the orphan crisis it’s creating. The first-hand perspective offered by her slides is interwoven with shorts from the Media That Matters Film Festival. Reynolds became interested in HIV/AIDS as a student in the peer education program at South Eugene High School. After graduating in 2000, she earned a BA from Wesleyan and has completed masters coursework in International Health at Johns Hopkins Bloomberg School of Public Health. For the past three years, Reynolds has worked on and off in South Africa on HIV prevention projects and programs to provide care for orphans and vulnerable children. With a South African colleague, she started an organization called “Thembanathi,” which aims to increase awareness of the HIV/AIDS pandemic and provide support to South Africans working to prevent HIV and ease its consequences, with a special focus on orphan care and support. University of Oregon Students Volunteer to Improve Habitat On Sunday, November 20, more than 100 students from Greek Life at the University of Oregon will spend the afternoon planting native plants along the bike path in Amazon Park as part of the Eugene Stream Team program. The new path connects the existing bike path with the swimming pool and community centers. By using native plants in the landscaping, this new transportation corridor will also be used by birds, insects, and amphibians which are visibly populating the enhanced wetlands nearby. EUGENE CITY COUNCIL NEWSLETTER PAGE 1 November 17, 2005 Library Foundation’s Annual Authors & Artists Fair Good books, beautiful artwork, unique gifts . . . plus delicious chocolates, desserts, wine, and coffee can be found at the Eugene Public Library Foundation’s 6th Annual Authors & Artists Fair, Saturday, December 3, 7 - 10 p.m., at the Downtown Library. Admission is free. This celebration has become a beloved community tradition filling the Library with talented authors and artists, friends and neighbors. It’s the perfect place to meet, greet, and shop for presents. Attendees will have the opportunity to chat with cartoonist Jan Eliot, whose latest Stone Soup collection is Not So Picture Perfect; Bob Welch, with his latest, My Oregon, and his Oregon Book Award finalist American Nightingale; and Carola Dunn, with her new murder mystery Fall of a Philanderer; as well as many more notable and up-and- coming local authors. The colors, textures, and beauty of unique works created by local artists and artisans, from handcrafted jewelry to prints to fused glass, will be on display. Spectacular, one-of-a-kind Art Totes— canvas book bags decorated by some of the best talents in town—will be available in a silent auction. The auction also includes terrific gift packages—some with overnight getaways—on themes such as Lane County wine, the Oregon Coast, the Rogue Valley, golf, and the “Garden of Earthly Delights.” For river-lovers, there’s a guided fishing and float trip. Folks who prefer adventures involving their taste buds might try the “Around Town” dining out package. The Authors & Artists Fair is a fundraiser to benefit the Eugene Public Library Foundation, whose mission is to develop advocates, funding, and resources to provide high quality and sustainable services for the Eugene Public Library. Mayor Honors Eugene Public Library Foundation At the City Council meeting on Monday, November 14, Mayor Kitty Piercy honored the Eugene Public Library Foundation for the fulfillment of its $5 million capital campaign in support of the new Downtown Library. Special mention was made of the more than 2500 community members whose contributions enabled the EPL Foundation to make good on its fundraising pledge. The Mayor presented a plaque to Kathie Wiper, widow of Capital Campaign Chair Tom Wiper; Ted and Marie Baker, Honorary Chairs of the Capital Campaign; and EPL Foundation President Larry Perry. The plaque reads: "The City of Eugene gratefully recognizes the Eugene Public Library Foundation for its successful campaign to raise $5 million in donations from the citizens of Eugene to assist in the construction of the Downtown Library - November 2005." Executive Director of Library, Recreation, and Cultural Services Angel Jones and Library Services Director Connie Bennett were present to offer their appreciation for the EPL Foundation's ongoing support. Many Eugene Public Library advocates attended the ceremony, including Foundation Executive Director Barbara Dellenback, Friends of EPL President Dale Crawford, EPL Advisory Board President Molly Stafford, and retired EPL Director and Friends of the Library Board member Carol Hildebrand. EUGENE CITY COUNCIL NEWSLETTER PAGE 2 November 17, 2005 Public Comments Invited on Proposed Stormwater Development Standards The public comment period for proposed stormwater development standards in the city of Eugene will begin Monday, November 28, and continue through April 10, 2006. The opportunity for public comment is part of a series of events leading up to City Council consideration of new stormwater standards and associated regulations in April 2006. The regulations and standards for locating, designing, constructing and maintaining stormwater facilities would apply to new development and significant redevelopment and are intended to reduce pollution, control flows in headwaters areas, and limit discharges of oil, grease and other pollutants into the city’s stormwater system. A key element in the establishment of stormwater development standards is a stormwater management manual, modeled on a similar manual used in Portland. The manual provides detailed information on principles and techniques that can be used to achieve the outcomes intended in the regulations and standards. Individual chapters deal with facility designs, operations and maintenance, and source control. Staff has worked with a department advisory committee to put together the proposed stormwater development standards ordinance. Outreach to interest groups such as the Home Builders Association, the Eugene Chamber of Commerce, the American Society of Landscape Architects, and Friends of Eugene has already taken place. A presentation will be made Tuesday, November 22, to the Neighborhood Leaders Council, and notice of the proposed ordinance and draft manual is scheduled to be sent to the Oregon Department of Land Conservation and Development on November 23. Highlights of the adoption process include an open house on December 20, a work session and public hearing before the Eugene Planning Commission in early January, a work session with the City Council in early March and a City Council public hearing scheduled for April 10, 2006.
