ADMINISTRATIVE ORDER NO. 44-23-04-F
of the
City Manager of the City of Eugene
SETTING SPAY NEUTER CLINIC FEES AND SUPERSEDING THE FEE
SCHEDULE ADOPTED BY ADMINISTRATIVE ORDER NO. 44-10-05-F.
The City Manager of the City of Eugene finds as follows:
A.Section 2.020 of the Eugene Code, 1971, authorizes the City Manager to determine
and set fees and charges to be imposed by the City for services, goods, use of municipal property,
and licenses and permits.
B.Pursuant to the above authority, on July 9, 2010, I issued Administrative Order No.
44-10-05-F, making the most recent changes to the Spay Neuter Clinic fees and adopting an
updated Spay Neuter Clinic Fee Schedule (“the Fee Schedule”).
C.On February 11, 2023, I issued Administrative Order No. 44-23-04, ordering that
notice be given of the opportunity to submit written comments on my proposal to set new Spay
Neuter Clinic fees. The Notice specified that comments on the proposed amendments would be
received for 15 days from February 13, 2023, the posting date of the Notice. No comments were
received within the time or in the manner described in the Notice.
D.Based on my investigation pursuant to the provisions of Section 2.020 of the
Eugene Code, 1971, I find that the fees should be set as proposed. (See Exhibit B to this Order)
E.The unamended Spay Neuter Clinic fees adopted by Administrative Order No. 44-
10-05-F are incorporated into the Fee Schedule attached as Exhibit A to this Order.
On the basis of these findings, I order that:
1.The Spay Neuter Clinic Fee Schedule attached as Exhibit A to this Order is the
schedule of fees to be charged for the described services as of the effective date of this Order.
2.As of the effective date of this Order, the Fee Schedule attached to Administrative
Order No. 44-10-05-F is superseded by the Spay Neuter Clinic Fee Schedule attached as Exhibit
A to this Order.

City Manager’s Findings
Proposed City of Eugene Spay Neuter Clinic Fee Schedule Amendments
Pursuant to Section 2.020(2) of the Eugene Code, 1971, the City Manager has considered the
following factors in determining the proposed Spay Neuter Clinic fee amendments:
(a) Applicable policies, enactments and directives of the Council.
Findings:
One of the City of Eugene's public safety missions is to control the dog and cat
population within the City limits in order to ensure a safe community environment.
The City operates the Spay and Neuter Clinic which provides low cost spays and
neuters, vaccinations and flea control products for cats and dogs. The clinic is a
successful prevention strategy in helping to control Eugene's overall pet population.
(b) The amount charged by the City in the past.
Findings:
The current fees charged by the City for the services are shown, along with the
proposed amendments, in the Notice marked as Exhibit A to Administrative Order No.
44-23-04.
(c) The full costs of providing the service supported by the fee.
Findings:
The Spay & Neuter Clinic’s (SNC) FY23 budget is $965,743 with anticipated expenses
reaching $1,067,621. Currently, the SNC is intended to be a budget neutral program and
there are no plans for the Clinic to receive funds from other revenues beyond the Clinic.
The proposed fee schedule is inclusive of all SNC’s fees for service/product and,
therefore, the cost of providing these services and products to the community is equal to
SNC’s annual expenditures. For FY23 this cost is projected to be $1,067,621.
(d) The amounts charged by other comparable providers.
Findings:
The SNC is a low-cost facility and for that reason strives to keep costs at the minimum
needed to support the facility. Considering this, SNC’s costs are considerably less
(often 50% or more) than local full-service veterinary hospitals for comparable services.
Locally there is one additional low-cost spay/neuter wellness clinic which has prices
comparable overall to SNC’s proposed fee schedule.
(e) The revenue needs of the City as determined by the adopted city budget.
Findings:
As mentioned above, the SNC is intended to be a budget neutral program of the City.
Currently SNC’s FY23 expenditures are projected to exceed its incoming revenues by
$101,878.
