THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS Section 1. Section 4.680 of the Eugene Cade, 1971, i s amended by adding a new Subsection (3> thereto, to provide: 4.680 Acts Prohibited at Ni ht . t 1 } Between the hours of 10 : OD p . m . of one day and 6 ; 00 a . m . of the succeeding day, na person steal 1; ~ a } Be i n a cemetery without authorization . fib} Drive or park a orator vehicle i n a cemetery without authorization . ~ ~ } Between the hours of 11:00 p . m , of one day and 6 ; 00 a . m , of the succeeding day, no person steal 1 be i n a ci ty park unless driving through the park on 1 awful business . ~ 3 } Upon finding i t to be i n the public interest and consistent with counci 1 goals and policies, the counci 1 may, by motian, exempt a speci al event from the prohibitions of subsecti an ~2} of this section . Section 4, 815 of the Eugene Code, 1971, i s amended by adding a new Subsection (4) thereto, to provide: 4.815 Prohibited Campi na . ~~ ~4} Upon finding it to be in the public interest and consistent with counci 1 goals and policies ,the counci 1 may, by moti an , exempt a speci al event from the prohibitions of this section. The motion shall specify the period of time and 1 ocati on covered by the exemption . Section 3. The City Manager sha11 develop, for the Council's consideration, specific criteria for determining when an activity steal 1 qualify ordinance w 1 for application as a speci al event or be i n the public interest . 5ecti on 4. That the matters contained herein concern the public health, welfare and safety and therefore, an emergency i s hereby declared to exist, and this Ordinance shat 1 become effective immediately upon its passage by the City Counci 1 and approval by the Mayar, retention by the Mayor for more than ten days, or readopti on over a mayoral veto by two-thirds of al 1 members of the City Council .
