A RESOLUTION CONCERNING PEACEABLE EXERCISE OF
CONSTITUTIONAL RIGHTS AND THE EFFORTS OF THE
WOMEN AND MEN OF THE EUGENE POLICE DEPARTMENT
The City Council of the City of Eugene finds that:
The City of Eugene has consistently demonstrated a strong and abiding commitment to civil
rights and the First Amendment to the U.S. Constitution.
The City of Eugene continues to actively encourage and promote open exercise of the freedom to
assemble, the freedom of speech, and supports the right of people to peaceably protest without
fear for their safety.
The City of Eugene, unlike many communities, encourages people to participate in open, active
debate and dialogue, because we believe that it is through vigorous inquiry and dialogue and
debate that we, as a community, learn and advance.
We, as a community, rely on the Eugene Police Department for the safety and protection of all
people and property.
The people of Eugene expect and rely upon police to enforce our laws against criminal
misconduct.
The right to assemble does not include the right to injure another human being.
The right to freedom of speech does not include the right to destroy property.
The actions of some participants in recent protests have created significant danger for both the
Eugene Police and the general public and required the expenditure of substantial resources.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. Reaffirms its continuing support for the peaceable exercise of constitutional
rights.
Section 2. Reaffirms its continuing support for the efforts of the Police Commission in
its review of the Eugene Police Department policies and practices.

Section 3. Recognizes the challenge and burden placed on the women and men of the
Eugene Police Department.
Section 4. Praises and supports the efforts of the women and men of the Eugene Police
Department who maintain an open environment where political expression is valued and
where police officers, protesters, and the public are safe.
The foregoing Resolution adopted the 12th day of June, 2000.
