OBLIGATION BONDS FOR CONSTRUCTION OF AND
IMPROVEMENTS FOR NEW POLICE FACILITIES AND FOR SITE
ACQUISITION, DESIGN AND INITIAL CONSTRUCTION COSTS FOR
A NEW FIRE STATION.

A RESOLUTION CALLING A CITY ELECTION ON NOVEMBER 7, 2000,
FOR THE PURPOSE OF REFERRING TO THE LEGAL ELECTORS OF
THE CITY OF EUGENE A MEASURE AUTHORIZING THE ISSUANCE OF
A MAXIMUM OF $25.12 MILLION OF GENERAL OBLIGATION BONDS
FOR CONSTRUCTION OF AND IMPROVEMENTS FOR NEW POLICE
FACILITIES AND FOR SITE ACQUISITION, DESIGN AND INITIAL
CONSTRUCTION COSTS FOR A NEW FIRE STATION.
The City Council of the City of Eugene finds as follows:
A. The City's Police Headquarters and the downtown Fire and Emergency Services
Station have been located at the present City Hall since it opened in 1964. As the City has grown,
so have the functions and needs of both departments. The space occupied by the Police Department
at City Hall has increased, and both departments have been required to move some functions outside
of City Hall.
B. In a 1992 City Facilities Condition Report, concerns about the ability of City Hall to
withstand an earthquake were raised. Between 1995 and 1999 several studies and City actions
continued to support the need to provide safe and adequate facilities to house the Police and
downtown Fire Department services.
C. In January 2000, Mayor Torrey initiated the formation of the Police and Fire Stations
Task Force, consisting of the Mayor, three City Councilors, and four citizen members of the Police
Commission. The Task Force was charged with developing a recommendation to the City Council
on how to address the already established need for safe and adequate facilities for the Police and Fire
Departments, with the recommendation to include at least the size, cost and approximate location
of proposed new Police and Fire Stations.
D. The Task Force members began their work with a tour of recently built police
facilities in the Portland area. They subsequently met twice a week between January 18 and
February 10,2000, and held a public information and comment session on Saturday, January 29,
2000.
E. The Task Force recommended, in part, that police and fire facilities should be planned
and built to meet projected program and space needs to the year 2020, with siting and construction
of the facilities designed to allow for future expansion to address projected needs to the year 2040.
The Council placed an item on the May 2000 ballot for a bond measure to finance construction costs
for the new Police and Fire Stations consistent with this recommendation. The voters rejected the
measure.

F. A post-election survey was conducted. The City Council discussed the results ofthe
survey. Comments and suggestions were provided to staff as to input into the development of
options for a November ballot measure. In June and July, 2000, the City Council considered a
number of options for a November ballot measure, and staff has recommended that a proposal for
the construction of a smaller Police Station than previously proposed and the acquisition of a site
and design for a downtown Fire Station be submitted to the voters of the City.
NOW, THEREFORE, based upon the above findings,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. A city election is called for the purpose of submitting to the qualified voters
of the City a measure authorizing the issuance of a maximum of $25.12 million of General
Obligation bonds to be used for the costs of capital construction and improvements for new
downtown Police facilities and for site acquisition, design and other initial costs of capital
construction and improvements for a new downtown Fire Station. For purposes of this section,
"capital construction" and "capital improvements" have the definitions contained in ORS 310.140,
except no bond proceeds may be used for the purchase of vehicles. Any bond proceeds not used for
the costs of capital construction and improvements for new downtown Police facilities shall be used
for costs of capital construction and improvements for a new downtown Fire Station.
Section 2. The City Council orders this city election to be held in the City of Eugene,
Oregon, concurrently with the general election on the 1h day of November, 2000, in accordance with
the provisions of Chapter 254 of the Oregon Revised Statutes, and the ballots shall be counted and
tabulated and the results certified as provided by law.
Section 3. The City Recorder is directed to give not less than ten (10) days' notice of the
city election by publication of one (1) notice in the Register Guard, a newspaper published in the
City and of general circulation within the City.
Section 4. If approved by the electors, the proceeds from the sale of the bonds will be
used only for costs related to the purposes described in Section 1 of this Resolution, payment of bond
issuance costs, and payment of interim financing costs.
The foregoing Resolution adopted the 24th day of July, 2000.
