NEIGHBORHOOD-BASED, COMMUNITY AFTER-SCHOOL
PROGRAMS.

A RESOLUTION CALLING A CITY ELECTION ON
NOVEMBER 7, 2000, FOR THE PURPOSE OF REFERRING
TO THE LEGAL ELECTORS OF THE CITY OF EUGENE A
MEASURE AUTHORIZING A TWO-YEAR LOCAL OPTION
LEVY FOR THE FUNDING OF NEIGHBORHOOD-BASED,
COMMUNITY AFTER-SCHOOL PROGRAMS.
The City Council of the City of Eugene finds as follows:
A. In May, 2000, the City Council met with 4J and Bethel School Boards and members
of Lane County Commission on Children and Families. The Council accepted recommendations
from the Youth Task Force and asked that staff develop a comprehensive service and funding
package for after-school activities for youth. Council also instructed the Youth Task Force to
develop a recommended plan identifying activities for strengthening existing programs and to
address key gaps in services.
B. In June, 2000, Council received an analysis from the Youth Task Force. The
development of a comprehensive youth program is identified as one of the "Safe Community" action
priorities in the adopted 2000 Council Goals.
C. The City Council agrees that a two-year, $1.75 million per year, local option levy
should be placed on the November 2000 ballot. The Council further agrees that the City Manager
should continue to work on a sustainable, long-term funding source to support a comprehensive,
after-school activity program.
NOW, THEREFORE, based upon the above findings,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. A city election is called for the purpose of referring to the legal electors of the
City of Eugene a measure authorizing a two-year, $1.75 million per year, local option levy for the
funding of neighborhood-based, community after-school programs.
Section 2. The City Council orders this city election to be held in the City of Eugene,
Oregon, concurrently with the general election on the 1h day of November, 2000, in accordance with
the provisions of Chapter 254 of the Oregon Revised Statutes, and the ballots shall be counted and
tabulated and the results certified as provided by law.

Section 3. The City Recorder is directed to give not less than ten (10) days' notice ofthe
city election by publication of one (1) notice in the Register Guard, a newspaper published in the
City and of general circulation within the City.
Section 4. If approved by the electors, the proceeds from the local option levy will be
used only for the funding of neighborhood-based, community programs during non-school hours.
The foregoing Resolution adopted the 24th day of July, 2000.
