A RESOLUTION OPPOSING BALLOT MEASURE 9, THE STUDENT PROTECTION
ACT.
The City Council of the City of Eugene finds that:
A. Eugene has a strong c9mmitment to the education of our community's children.
B. Eugene actively supports locally controlled schools directed by community input
and the duly elected members of the district school boards.
C. Eugene is committed to schools that are safe for every student.
D. Eugene strives to ensure a mutually respectful environment for all students.
E. Eugene supports adequate State funding for local schools.
F. The community understands that HIV and AIDS prevention programs that educate
youth and give young people the information they need to make responsible choices are critical
to the safety and well-being of our youth.
G. Eugene has an enduring commitment to human rights and opposes legislation or
the institution of policies that by their nature create an atmosphere of fear, discrimination, and
intolerance.
H. Ballot Measure 9, The Student Protection Act, will reduce the quality of
Education in Eugene by:
- eroding local control of our schools,
- placing children's safety at risk to stigmatizing, intimidation, and violence,
- threatening school funding,
- restricting the provision of critical information about HIV infection to our youth,
- limiting free speech,
- creating an environment of fear, discrimination, and intolerance where talented and
qualified teachers could lose their jobs for being supportive of students regardless of sexual
orientation, family diversity, or because of their own sexual orientation.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal corporation of the State of Oregon, as follows:

Section 1. The City Council believes that Ballot Measure 9 would be detrimental to the
education system in our community and in our state.
Section 2. The City Council opposes Ballot Measure 9 and encourages community
members to join it in opposing the measure and in working with the City Council to defeat it.
