A RESOLUTION CONCERNING THE RIVER ROAD AND
SANT A CLARA AREAS URBAN SERVICES STUDY.
The City Council of the City of Eugene finds that:
1. The acknowledged Eugene-Springfield Metropolitan Area General Plan (Metro
Plan) is based on the premise that the two existing cities are the logical providers
of services accommodating urban levels of development within the urban growth
boundary (UGB);
2. The City and Lane County entered into several intergovernmental agreements
since the Metro Plan was adopted in 1982 dealing with urban transition issues;
3. The Metro Plan also found that financial and taxing inequities are generated when
urban development is allowed to occur in unincorporated areas on the periphery of
Eugene because many residents of such developments are at least partially
dependent on streets, parks, and other non-direct fee facilities and services
provided by the city and financed from their revenues;
4. The River Road and Santa Clara areas contain the largest amount of
unincorporated lands and existing development with the Eugene portion of the
urban growth boundary;
5. It is within the City's interest to participate in resolving the service needs of the
presently unincorporated area within the urban growth boundary;
6. A full-range of urban services will ultimately be provided to areas within the
urban growth boundary. These services include sanitary sewers, water service,
fire service, police protection, parks and recreation programs, electrical service,
land use controls, storm drainage facilities, street lighting and libraries;
7. The Metro Plan calls for efforts to reduce the number of unnecessary special
service districts and to revise confusing or illogical service boundaries, including
those that result in a duplication of effort or overlap of service;
8. The City also has intergovernmental agreements with several special districts in
the River Road and Santa Clara areas dealing with the provision of urban services;
9. The City has a desire to work cooperatively with other jurisdictions within the
urban growth boundary to effectively transfer, increase or consolidate urban
services in an orderly and efficient manner;

NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:

The City and Lane County recognize that there are a number of urban
service issues in the River Road and Santa Clara areas and agree to a
cooperative study to identify options for improving service delivery in the
areas. The objective of this study is to provide more efficient and more
understandable urban service delivery systems within the Urban Growth
Boundary.
Three members of the City Council representing portions of the River
Road and Santa Clara areas (Wards 5, 6 and 7) shall participate with two
Lane County Board members (Districts 1 and 4) on a River Road/Santa
Clara Leadership Group. The role of the Leadership Group will be to:

Provide a cooperative, coordinated forum for working on urban service
issues in the River Road and Santa Clara areas.
B.
Provide staff with policy direction for achieving the objective.
c.
Review staff prepared urban service delivery solutions and implementation
measures.
D.
Review recommendations and input from the citizen committees.
Act as a forum for compromises between the two agencies.
Act as liaison for respective elected bodies.
G.
Review staff support levels for the study.
The Leadership group shall recruit and appoint two ad hoc citizen
committees, one for the River Road area and one for the Santa Clara area.
The citizen committees shall be broadly representative of the two areas
including residents from within the City and from the unincorporated area.
The role of the citizen committees shall be:
Provide staff and elected officials with the local citizen perspective on
selected service delivery issues.
Review staff prepared background materials and urban service solutions

and make recommendations to the Leadership Group.
Act as liaison for community groups and individuals to keep them
informed of progress on these urban service issues.
The work of these committees shall begin in October 2000 and be
completed no later than June 30, 2002.
The City shall continue to coordinate provision of urban services closely
with other public agencies service the River Road and Santa Clara areas,
including special districts, the two school districts and EWEB.
The foregoing Resolution adopted the 11th day of September, 2000.
