DATE SUBMITTED: October 10, 2000 PASSED: 6/1 OPPOSED: Pape' ABSENT: Nathanson REJECTED: DEFERRED TO: RESOLUTION NUMBER 4649 A RESOLUTION TO OPPOSE THE NOVEMBER 2000 GENERAL ELECTION BALLOT MEASURE 7 BY THE EUGENE CITY COUNCIL. WHEREAS, Ballot Measure 7, which is on the November 7,2000, general election ballot, would amend the Oregon Constitution to require state and local government to compensate landowners if a law or regulation reduces their property value; and WHEREAS, Ballot Measure 7 would have an estimated direct cost to local government in Oregon of $3 . 8 billion per year; and WHEREAS, Ballot Measure would substantially interfere with and harm local government's land use planning and growth management activities. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, A Municipal Corporation of the State of Oregon, that the Eugene City Council opposes Ballot Measure 7. The foregoing resolution adopted this 10th day of October, 2000. ~~~ Deputy City Recorder
