A RESOLUTION TO OPPOSE THE NOVEMBER 2000 GENERAL ELECTION
BALLOT MEASURE 91 BY THE EUGENE CITY COUNCIL.
WHEREAS Ballot Measure 91 amends the State Constitution to make Federal Income
Taxes fully deductible on Oregon Tax Returns, resulting in reduced state revenues by
approximately $800 million to $1 billion in 2001-2, thereby limiting the state's ability to
participate in revenue sharing with local governments, and
WHEREAS, the result of Ballot Measure 91 may have an effect on revenue that the state
shares with local governments, depending upon decisions the Legislature makes as how to reduce
state spending, and may reduce the amount the city receives in state shared revenue, thereby
reducing the city's general fund, and
WHEREAS, the effect of this measure may reduce Eugene's ability to provide the level of
services expected by its citizens,
NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, A Municipal
Corporation of the State of Oregon, that the Council does hereby go on record as opposing Ballot
Measure 91 and encourages other government bodies and citizens to do the same.
The foregoing resolution adopted this 10th day of October, 2000.
