Councilors Present: Emily Semple, Betty Taylor, Jennifer Yeh, Greg Evans, Claire Syrett, Chris Pryor, Alan Zelenka, Mike Clark Emily Semple opened the January 27, 2020, meeting of the Eugene City Council in the absence of Mayor Vinis.
1. COMMITTEE REPORTS AND ITEMS OF INTEREST Council Discussion
• Councilor Taylor – reported on items that were raised by constituents, including traffic issues and stop signs on E. Amazon, opening walls on Kesey Square, two-hour time limits at Skinner Butte Park, and the need for the homeless shelter; expressed the desire to locate the shelter downtown, possibly at the old LCC building.
• Councilor Clark – asked the City Manager to brief the City Council about an article in the newspaper regarding discussions with the County about the use of fairgrounds property for a homeless shelter.
• Councilor Semple – talked about attending the Poverty and Homeless Board shelter meeting which is working on site locations.
• Councilor Clark – discussed work being done with the Country to determine whether the fairgrounds property is a viable site for a shelter; asked about the potential sites and timeline for the 75-bed shelter
• Councilor Syrett – Spoke about working together with the County, their role in the fairgrounds site location and what the article outlined; confirmed with the City Manager that the Country can proceed with the site without the City’s involvement; shared feedback received about the fairgrounds site and potential impacts to the surrounding neighborhood.
2. PUBLIC FORUM 1. Thomas Hiura – said the new public forum rules were inequitable and discriminatory. 2. Eliza Kashinsky – spoke about the CAP 2.0 and requested progress report. 3. Richard Self – encouraged more low-income housing in reuse of old LCC building. 4. Kira Elliott – spoke about female hygiene product availability and the Period Eugene initiative. 5. Valerie Harris – spoke about STR hosts’ demographics and discouraged new regulations. 6. Stephanie McLaughlin – spoke about STRs from a neighbor’s perspective and experience. 7. David Ivan Piccioni – addressed the impact of library overdue fines; spoke about books. 8. Joshua Korn – voiced concern about 5G and fiber optic networks. 9. Kathryn Dunn – talked about STRs from an owner’s perspective and experience. 10. Eowyn Soran – spoke about recent deaths in the unhoused population; questioned EPD’s tactics. 11. Rowan – Talked about 5G and future court oral arguments taking place. 12. Nabikshya Rayamajhi – spoke about female hygiene product availability and period poverty 13. Violet Neal – talked about female hygiene product availability, Period Eugene and period poverty. 14. Augustine – Spoke about deaths of the houseless, dismayed by public safety tax and lack of shelter. 15. Eric Jackson - talked about the homeless count and related other issues.
