CITY COUNCIL AND THE URBAN RENEWAL
AGENCY OF THE CITY OF EUGENE.

IN SUPPORT OF SELECTING A EUGENE SITE
FOR A NEW U.S. FEDERAL COURTHOUSE
The City Council of the City of Eugene, and the U rbaD Renewal Agency of the City
of Eugene jointly find as follows:
A. The Federal General Services Administration (GSA) is evaluating five sites in the
Eugene-Springfield metropolitan area for the construction of a new US. Federal Courthouse.
B. Three ofthe five sites are located in Eugene and all are located in the city's existing
Urban Renewal District.
C. The western-most portion of this Urban Renewal District is known as the "Downtown
Riverfront District."
D. The City Council and the Urban Rewenal Agency have begun the process of
revitalizing the Downtown Riverfront District by: establishing the Greater Downtown Visioning
Committee; by planning for the use of Urban Renewal dollars to support implementation of the
vision; and by allocating dollars for Phase 2 of the visioning effort.
E. The Eugene City Council supports the location of the new U.S. Federal Courthouse in
Eugene and in the Downtown Riverfront District.
F. The Eugene City Council and the Urban Renewal Agency of the City of Eugene have
authorized its City Manager/Director to negotiate the possible purchase of the former Agripac
Cannery site now owned by Chiquita Processed Foods and to commence condemnation
proceedings, if necessary, to acquire this land, subject to final approval of the Council/Agency.
G. It is the intention of the Eugene City Council and the Urban Renewal Agency of the
City of Eugene to allow the GSA to purchase a portion of this site as a location for a new US.
Federal Courthouse (Site 2 in GSA's draft environmental impact statement) and to sell the
remaining land as part of a District redevelopment effort.
I. The Eugene City Council wishes to assure the GSA that a new US. Federal
Courthouse in Eugene will become an integral part of a quality downtown neighborhood.

NOW, THEREFORE, BE IT JOINTLY RESOLVED by the City Council of the
City of Eugene, a municipal Corporation of the State of Oregon, and the Urban Renewal
Agency of the City of Eugene, as follows:
Section 1. The City Council is committed to developing and then maintaining an on-
going, mutually beneficial partnership with GSA and with nearby property owners and residents
to create a quality downtown neighborhood for a new US. Federal Courthouse.
Section 2. The City Manager/Director has created a schematic Riverfront District site
plan which, while in a very draft stage of completion, attempts to indicate to GSA the type of high
quality downtown neighborhood which could be created by working in partnership with the City
of Eugene and with neighboring property owners and residents. This schematic District site plan
is depicted in Exhibits attached hereto.
Section 3. The City Council and the Urban Renewal Agency of the City of Eugene have a
variety of resources and powers available to them by virtue of the City's Home Rule Charter and
the Urban Renewal Agency's statutory powers. The City Council and Urban Renewal Agency
fully intend on using the Charter and urban renewal resources and powers to help GSA
accomplish its goal of constructing a new US. Federal Courthouse in a quality downtown
neighborhood.
Section 4. To affirmatively indicate to GSA its serious intent, the City Council and Urban
Renewal Agency of the City of Eugene hereby direct the City Manager/Director to accomplish the
following tasks:
A. Prepare an analysis which explains the process and cost for updating the
existing Urban Renewal Plan.
B. Prepare an analysis which explains the process and cost for preparing a new
comprehensive Downtown Riverfront District development plan. It is the City Council's
intent to join in partnership with GSA and other nearby property owners and residents in
the completion of this new District plan. The results of the Greater Downtown Visioning
Study shall be used as the beginning point for the new plan.
C. Prepare an analysis which presents alternative methods for assuring that quality
development occurs in the downtown neighborhood where a new U.S. Federal
Courthouse will be located. Staff shall investigate such methods as: adoption of a special
zoning overlay district; design guidelines; methods for protecting views to the Willamette
River through the development; and so forth.
D. Prepare an analysis which describes alternative methods for financing the
infrastructure necessary to create an attractive, high quality downtown neighborhood
surrounding the new US. Federal Courthouse.

E. Prepare an analysis which outlines various financing techniques for opening the
Mill Race Canal through the downtown neighborhood where the new U. S. Federal
Courthouse will be located. Such analysis shall include the possibility of using city
stormwater funds for a portion of the total cost, such as for local matching dollars for
federal and state grants.
F. Pursue additional federal and state funds to help the City, the Urban Renewal
Agency, and GSA finance infrastructure improvements in the downtown neighborhood
where the new U.S. Federal Courthouse will be located, to include opening the Mill Race
Canal.
G. Should Eugene be selected as the site for a new U.S. Federal Courthouse,
attend the GSA Good Neighbor Summit in December, 2000.
