Councilors Present: Betty Taylor, Emily Semple, Alan Zelenka, Jennifer Yeh, Mike Clark, Claire Syrett, Chris Pryor, Greg Evans Mayor Vinis opened the June 15, 2020, work session of the Eugene City Council.
1. WORK SESSION: Discussion of City Manager Appointment Process, Including Appointment of
Sarah Medary to the Position City Attorney Kathryn Brotherton outlined the appointment process for the City Manager position. Council Discussion:
• Councilor Clark –expressed support for City Manager Pro Tem Sarah Medary.
• Councilor Zelenka - expressed support for City Manager Pro Tem Sarah Medary.
• Councilor Pryor – spoke of past hiring processes for executive positions and the attributes of the position; expressed support for City Manager Pro Tem Sarah Medary.
• Councilor Syrett – spoke about the implications of a national recruitment and budget process; expressed support for City Manager Pro Tem Sarah Medary.
• Councilor Yeh – expressed support for City Manager Pro Tem Sarah Medary.
• Councilor Semple - expressed support for City Manager Pro Tem Sarah Medary.
• Councilor Taylor - expressed support for City Manager Pro Tem Sarah Medary, noting the support she has from other cities.
• Councilor Evans - expressed support for City Manager Pro Tem Sarah Medary.
• Mayor Vinis - expressed support for City Manager Pro Tem Sarah Medary.
MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, move to appoint Sarah Medary as the City Manager and to authorize a Council subcommittee to negotiate and execute an employment agreement with Sarah that includes a compensation package that considers the market data in Attachment A. PASSED: 8:0 Council Discussion:
• Councilor Zelenka –supported a three-person subcommittee process and volunteered to be on the committee.
• Councilor Clark – talked about the selection of the committee members and suggested that councilors on past hiring processes should be on the committee.
• Councilor Syrett – expressed support for selecting Councilors Semple, Pryor and Zelenka to be on the committee; raised the prospect of adding a bonus to the negotiated agreement.
• Councilor Pryor – discussed past hiring and negotiation processes.
• Councilor Zelenka – asked for clarification of Council committee and subcommittee.
MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, move to establish as the Council Subcommittee, the Councilor Officers and Councilor Zelenka to prepare a contract for Sarah Medary of the City Manager. PASSED: 8:0
